On many criteria, Australia has been a pioneering democracy. As one of the oldest continuing democracies, however, a health check has long been overdue. Since 2002 the Democratic Audit of Australia, a major democracy assessment project, has been applying an internationally tested set of indicators to Australian political institutions and practices. The indicators derive from four basic principles--political equality, popular control of government, civil liberties and human rights and the quality of public deliberation. Comparative data are taken from Australia's nine jurisdictions, as well as from three comparator democracies, Canada, New Zealand and the United Kingdom, to identify strengths, weaknesses and opportunities for reform. Some of the findings are disturbing. For example, Australia has fallen well behind in the regulation of private money in elections and in controlling the use of government or parliamentary resources for partisan benefit. Transparency and accountability have suffered from relatively weak FOI regimes and from executive dominance of parliaments. For those studying democracy or wanting to reform Australian politics, The State of Democracy provides a wealth of evidence in a well-illustrated and highly accessible format. Internationally, it is an important contribution to the democracy assessment literature and pushes into new areas such as the intergovernmental decision-making of federalism.

The High Court is taking an increasingly important role in shaping the contours of democracy in Australia. In deciding fundamental democratic questions, does the Court pursue a consistent and overarching democratic vision? Or are its decisions essentially constrained by institutional and practical limitations? Judging Democracy, first published in 2000, addresses this question by examining the Court's recent decisions on human rights, citizenship, native title and separation of powers. It represents the first major political and legal examination of the Court's new jurisprudence and the way it is influencing democracy and the institutions of governance in Australia. A foreword to the book has been written by the former Chief Justice of the High Court, Sir Anthony Mason.

Parliament is central to the democratic claims of our system of governance. This book evaluates the role and performance of this centrepiece of Australian government. It explores the institutional design of the parliament, and its principles and practices, presenting a compelling case for reform. Uhr discusses parliament's representative and legislative roles, and the issue of accountability. He looks at the place of representative assemblies in liberal political theory and assesses current institutional performance. He argues that republicanism can be seen as a form of deliberative democracy, examining ways in which such democracy might be made more effective and meaningful in Australia. Combining an authoritative knowledge of political theory with a familiarity with the inner-workings of the Australian parliament, the author makes an important contribution to debates in Australia and internationally.

Compulsory voting has operated in Australia for a century, and remains the best known and arguably the most successful example of the practice globally. By probing that experience from several disciplinary perspectives, this book offers a fresh, up-to-date insight into the development and distinctive functioning of compulsory voting in Australia. By juxtaposing the Australian experience with that of other representative democracies in Europe and North America, the volume also offers a much needed comparative dimension to compulsory voting in Australia. A unifying theme running through this study is the relationship between compulsory voting and democratic well-being. Can we learn anything from Australia’s experience of the practice that is instructive for the development of institutional bulwarks in an era when democratic politics is under pressure globally? Or is Australia’s case sui generis – best understood in the final analysis as an intriguing outlier?

For undergraduate students in politics and history. Australian Democracy in Theory and Practice 5e explores the dimensions of Australian democracy in terms of policy and practice past and present. Maddox argues the case for democracy as the best system devised for the political autonomy and the liberation of humankind. He introduces students to the history of the theoretical development of democratic ideas around the world, while examining the specific application of democratic principles to the Australian context. This fifth edition has been substantially updated and revised in response to reviewer comments and suggestions. While the historical and theoretical strengths of the text remain, particular efforts have been made to streamline this content and make it as accessible as possible. Special attention has been paid to examining the most recent events of the Australian political scene, and students are encouraged to consider the challenges and implications these pose for democracy in Australia.

Originally published in 1995. In securing the future of any democracy, it is vital that the education service should provide an effective introduction to citizenship by means of a high quality and empowering curriculum in educational institutions organized and administered according to democratic principles. In this volume, educators with a variety of backgrounds and experience gained in educational institutions in both Russia and western countries address the question of the conception, justification and implementation of the idea of 'education for democracy'. This is the first publication to emerge from a collaboration of Russian and Western educators in recent times and is an enthralling account of education in countries with wide social, political and historical differences yet having common ground to share over the creation and management of their school systems.

In a disrupted time of pandemic and recession, Australia has never been more reliant on clear leadership from its elected representatives, while also requiring greater co-operation among its citizens. Striking a balance between accountability and robust governance is a challenge during an era of reduced trust in political leaders by voters, especially among young people. The key principles of Australia¿s democratic society include individual freedoms, justice, tolerance of opposing ideas and representative government. Do these principles still hold true when research points to a growing disconnect between politicians and the people they represent? This book examines Australians¿ levels of trust in their elected leaders, looking at how our political system functions between the various levels and roles of government, as well as exploring opportunities for democratic reform. How can Australia better function as a modern democratic nation state in the twenty-first century?
