The U.S. Army Research Institute (ARI) and the Office of the Deputy Chief of Staff for Personnel, U.S. Army, sponsored a Conference on Army Manpower Economics in Williamsburg, Virginia, on December 5-7, 1984. With the military's growing interest in economic research and the usefulness of econometric analyses in addressing military manpower issues, it was appropriate to assemble senior Army policy makers, leading academicians, and other researchers to discuss Army manpower research and policy issues. The collection of articles presented in this volume is a direct outgrowth of that conference.
Recruiting an all-volunteer military is a formidable task. To successfully enlist one eligible recruit, the Army must contact approximately 120 young people. The National Research Council explores the various factors that will determine whether the military can realistically expect to recruit an adequate fighting force-one that will meet its upcoming needs. It also assesses the military's expected manpower needs and projects the numbers of youth who are likely to be available over the next 20 years to meet these needs. Armed forces across the globe engage in economic activities both in times of war and peace. The Economics of Producing Defense: Illustrated by the Israeli Case begins with an overview of the development of defense economics as a sub-discipline of the general theory of economics, and points at the new challenges it is facing in the post-Cold War era. It focuses, then, on the supply side of defense economics, presenting theoretical analyses and empirical findings related to the use of various inputs - manpower, domestically-made defense products, imported arms - in providing national security. Most of the issues under discussion are further elucidated by examples from Israel's experience. As a small economy that faces continuously severe security problems, Israel's way of coping with defense economic issues may indeed forward some interesting lessons for a wider audience. The principal aim of the book is to convince policy-makers and the public at large of the contribution defense economics could make to more effective management of national security problems. This aim is encouraged by the growing weight attached to economic considerations and consequences in producing and supplying defense, as demonstrated in the detailed discussion.
Defense Manpower Planning discusses the important set of national security issues related to defense manpower for the 1980s. In the first and only examination of how the British Empire and Commonwealth sustained its soldiers before, during, and after both world wars, a cast of leading military historians explores how the empire mobilized manpower to recruit workers, care for veterans, and transform factory workers and farmers into riflemen. Raising armies is more than counting people, putting them in uniform, and assigning them to formations. It demands efficient measures for recruitment, registration, and assignment. It requires processes for transforming common people into soldiers and then producing officers, staffs, and commanders to lead them. It necessitates balancing the needs of the armed services with industry and agriculture. And, often overlooked but illuminated incisively here, raising armies relies on medical services for mending wounded soldiers and programs and pensions to look after them when demobilized. Manpower and the Armies of the British Empire in the Two World Wars is a transnational look at how the empire did not always get these things right.
