Excerpt from Annual Report on the Commercial Relations Between the United States and Foreign Nations: Made by the Secretary of State, for the Year Ending September 30, 1870 The undersigned has in this communication referred to and sought to impress his excellency Viscount Sao Vicente, in view of the full development of the trade be swear their two countries, the necessity of a more equitable basis than that now ex iting. He will now have the honor of placing before his excellency his views as to this more equitable basis. It is unquestionably known to his excellency that the political economists of the Old World hold that a trade, to be healthful and progressive, must rest, as far as possible, upon the principle of barter; and that any trade which involves the exchange of the precious metals on one side against merchandise on the other is not legitimate not equitable, and seeks constantly to right itself by as near an approach as possible to the principle of barter and that, if there be insuperable obstacles to the introduction of this principle, the trade will garish.
