Excerpt from Annual Report of the Police Department, City of Seattle, Washington: For the Year Ending December 31, 1940 A number of schools in this city have established bicycle clubs for the purpose of train ing young bicycle riders in traffic safety. Our Junior Safety Patrol has been in operation for 12v2 years, supervising 300 school crossings and safeguarding the lives of some school pupils. Since the establishment of this patrol, no deaths of school children have occurred at supervised crossings. In 1928, before the Junior Safety Patrol was organized, seven children were killed in going to and from school. Outside of school hours we have had, over this same period of twelve years, an average of 10 fatalities to juveniles, but dur ing the year 1940 just closed, this average was reduced to 8 fatalities. Radlo. Radio equipped prowler cars now constitute the most important branch of police service, the entire city being covered in this manner. Forty-five such cars are equipped with police radio and are constantly in touch with the central and sub-station headquarters through two-way communication. Our radio technician has developed ire queney modulation sets which are being installed as rapidly as completed. There were messages broadcast to prowler car crews during the year 1940.
