Education is the most important tool for empowerment and a means to achieve better standard of living, employment increases productivity and quality of life and health indicates the well being of a human being along with contributing to his/her productivity. These three factors present the socioeconomic status. The Scheduled Caste (SC) population of India (16.8%- Census 2011) has had a history of being excluded from basic rights which had an adverse effect on their socio-economic development. Inclusion of SCs has always been important from the point of view of the policymakers too, (The motto of the 11th five year plan). Many other policies have been formulated for the socioeconomic development of the SCs and many are directed solely towards the improvement of their educational, employment and health levels. Hence, it is crucial to assess the development levels of the SCs. Many other factors determine the socio-economic level of the SCs but education, employment and health are the main focus of this paper. This paper throws light on the educational, employment and health status of the SCs and compares it with that of the total population in India since around 2000-01 to 2014-15. The Scheduled Caste SubPlan and some centrally sponsored policies are also analysed to know the amount allocated for the inclusion of the SCs.

Since India's independence, socio-economic development and the protection of scheduled castes (SCs) from discrimination and exploitation has been a high priority area for the country. The SCs have been socially ostracized, economically exploited, and denied human dignity and a sense of self-worth. According to the 2011 Census, SCs constituted 16.9% of the Indian population. And, sadly, women belonging to SCs are in a far worse situation by all development indicators. Poverty and deprivation affect them more adversely. And yet, despite of their adverse conditions, they contribute significantly to the sustenance and growth of the production system of the country. The development and empowerment of SCs is a commitment enshrined in India's constitution. This is to be done by ensuring equal rights, access to benefits and resources, and empowerment to enable SCs to develop their potential and capacity as agents of social change, through the process of planned development. Planning in recent years has seen a visible shift in focus from the mere expansion of the production of goods and services - and the consequent growth of per capita income - to planning for the enhancement of human well-being. This book examines the problems and constraints of the SCs population. The various measures adopted to ameliorate their socio-economic conditions are also discussed. Indian Society Is Highly Stratified With Many Glaring Inequalities Among The Different Social Groups. The Caste System Has Segregated The Dalits And Other Weaker Sections From The Rest Of The Society To An Extent That They Were Denied Even The Basic Human Rights. Interestingly, The Absence Of Freedom Of Occupation, Low Earnings, Implicit Restriction On Needs And Stigma On Menial Labour Destroyed The Economy Of Lower Castes Particularly Scheduled Castes. As A Result, Scheduled Castes Remained Socially Outcastes, Economically Dependent, Politically Powerless And Culturally Backward. The Affirmative Action Adopted By The Central And State Governments Has Insured The Demolition Of Inequality Through Providing Reservation In Education And Employment As Well As Implementation Of Special Component Plan For Their Development. Against This Backdrop, Present Book Highlights The Socio-Economic Status Of Scheduled Castes, Funding Of Special Component Plan And Participation Of Scheduled Castes Beneficiaries In The Projects Of Minor Irrigation, Land Based Activities, Village And Cottage Industry And Service Sector.
