The combination of a congressionally-mandated Quadrennial Defense Review (QDR), a change of presidents, and shifts in the global security environment will force or allow American strategists to rethink some of the basic elements of U.S. strategy and decide if any changes need to be made. It is vital that the defense transformation process be strategy driven rather than dictated by budgets or technology alone. In other words, the first step in assessing the status and the future of American strategy is to examine the concepts and broad alternatives on which it is built. In this monograph, the author begins with a survey of the evolution of American defense strategy since the end of the Cold War. He then describes some the key issues which will shape the upcoming QDR and assesses a range of strategic alternatives ranging from the existing strategy to some new and innovative ones. For each alternative, he describes the key assumptions and the risks involved. He ends with a slate of recommendations including a controlled shift away from the focus on large-scale regional war with rogue states.

U.S. strategy in the Balkans and the Army s role there is examined. The author recommends continued U.S. involvement, consideration of a long-term American military presence in the region, and some significant changes in role of the U.S. Army. The goals that led the United States into the Balkans have not yet been fully met. To do so requires both sustained involvement in that region and a continued refinement at the Army s peace operations capabilities. From a broader perspective, he argues that, if U.S. political leaders decide that involvement in protracted peace operations will be an enduring part of American strategy, the Department of Defense should help form specialized joint and interagency peacekeeping organizations as an augmentation to the existing military. The Army should clearly play a leading role in this.

This book demonstrates how Clausewitzian thought influenced American strategic thinking between the Vietnam War and the current conflict in Iraq. Carl von Clausewitz's thought played a part in the process of military reform and the transition in US policy that took place after the Vietnam War. By the time of the 1991 Gulf War, American policy makers demonstrated that they understood the Clausewitzian notion of utilizing military force to fulfil a clear political objective. The US armed forces bridged the operational and strategic levels during that conflict in accordance with Clausewitz’s conviction that war plans should be tailored to fulfil a political objective. With the end of the Cold War, and an increasing predilection for technological solutions, American policy makers and the military moved away from Clausewitz. It was only the events of 11 September 2001 that reminded Americans of his intrinsic value. However, while many aspects of the ‘War on Terror’ and the conflict in Iraq can be accommodated within the Clausewitzian paradigm, the lack of a clear policy for countering insurgency in Iraq suggests that the US may have returned full circle to the flawed strategic approach evident in Vietnam. Clausewitz and America will be of great interest to students of strategy, military history, international security and US politics.
