This paper analyzes the principal features of agro-processing and horticultural exports from SSA and explores policy alternatives based on simulation analyses. We first provide a conceptual section focusing on changing patterns of processing and exports (section 2). We then examine how the pattern of exports from Africa compares with the pattern in other regions (section 3). Following that, we examine the directions of trade in African agricultural exports and the patterns of protection facing, and imposed by, African countries (section 4). Next, we turn to simulation exercises to examine the impacts of potential reforms on exports of processed and horticultural exports from Africa (section 5). With this as background, we turn to consider the options for policy makers in Africa (section 6).

Trade is an essential driver for sustained economic growth, and growth is necessary for poverty reduction. In Sub-Saharan Africa, where three-fourths of the poor live in rural areas, spurring growth and generating income and employment opportunities is critical for poverty reduction strategies. Seventy percent of the population lives in rural areas, where livelihoods are largely dependent on the production and export of raw agricultural commodities such as coffee, cocoa, and cotton, whose prices in real terms have been steadily declining over the past decades. The deterioration in the terms of trade resulted for Africa in a steady contraction of its share in global trade over the past 50 years. Diversification of agriculture into higher-value, non-traditional exports is seen today as a priority for most of these countries. Some African countries--in particular, Kenya, South Africa, Uganda, Côte d'Ivoire, Senegal, and Zimbabwe--have managed to diversify their agricultural sector into non-traditional, high-value-added products such as cut flowers and plants, fresh and processed fruits and vegetables. To learn from these experiences and better assist other African countries in designing and implementing effective agricultural growth and diversification strategies, the World Bank has launched a comprehensive set of studies under the broad theme of 'Agricultural Trade Facilitation and Non-Traditional Agricultural Export Development in Sub-Saharan Africa'. This study provides an in-depth analysis of the current structure and dynamics of the European import market for flowers and fresh horticulture products. It aims to help client countries, industry stakeholders, and development partners to get a better understanding of these markets, and to assess the prospects and opportunities they offer for Sub-Saharan African exporters.

This book provides a thorough introduction to and examination of agricultural value chains in Sub-Saharan Africa. First, the authors introduce the economic theory of agri-food value chains and value chain governance, focusing on domestic and regional trade in (and consumption of) food crops in a low-income country context. In addition to mainstream and heterodox thinking about value chain development, the book pays attention to political economy considerations. The book also reviews the empirical evidence on value chain development and performance in Africa. It adopts multiple lenses to examine agricultural value chains, zooming out from the micro level (e.g., relational contracting in a context of market imperfections) to the meso level (e.g., distributional implications of various value chain interventions, inclusion of specific social groups) and the macro level (underlying income, population and urbanization trends, volumes and prices, etc.).Furthermore, this book places value chain development in the context of a process the authors refer to as structural transformation 2.0, which refers to a process where production factors (labor, land and capital) move from low-productivity agriculture to high-productivity agriculture. Finally, throughout the book the authors interpret the evidence in light of three important debates: (i) how competitive are rural factor and product markets, and what does this imply for distribution and innovation? (ii) what role do foreign investment and factor proportions play in the development of agri-food value chains in Africa? (iii) what complementary government policies can help facilitate a process of agricultural value chain transformation, towards high-productive activities and enhancing the capacity of value chains to generate employment opportunities and food security for a growing population.

Sub—Saharan Africa is one of the poorest regions of the world. Because most Africans work in agriculture, escaping such dire poverty depends on increased agricultural productivity to raise rural incomes, lower food prices, and stimulate growth in other economic sectors. Per capita agricultural production in sub—Saharan Africa has fallen, however, for much of the past half—century. Successes in African Agriculture investigates how to reverse this decline. Instead of cataloging failures, as many past studies have done, this book identifies episodes of successful agricultural growth in Africa and identifies processes, practices, and policies for accelerated growth in the future. The individual studies follow developments in, among other areas, the farming of maize in East and Southern Africa, cassava across the middle belt of Africa, cotton in West Africa, horticulture in Kenya, and dairying in East Africa. Increasing intra-African trade has long been an important development objective. The free movement of goods, services, factors of production, and people is seen as a key outcome of the African Union’s Agenda 2063, which expresses broad goals and aspirations for development and political and economic integration on the continent. The 2014 Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods includes tripling intra-African agricultural trade by 2025 as one of seven major commitments. The African Continental Free Trade Area (AfCFTA), launched in January 2021, seeks to increase intra-African trade in order to boost industrial and socioeconomic development. With several important areas of the AfCFTA Agreement, including rules of origin, still under negotiation as of early 2023, the African Union adopted “Year of AfCFTA: Acceleration of the African Continental Free Trade Area Implementation” as its theme for 2023 in an effort to increase attention and commitment to the AfCFTA.
