Agricultural mechanization in Africa south of the Sahara — especially for small farms and businesses — requires a new paradigm to meet the needs of the continent’s evolving farming systems. Can Asia, with its recent success in adopting mechanization, offer a model for Africa? An Evolving Paradigm of Agricultural Mechanization Development analyzes the experiences of eight Asian and five African countries. The authors explore crucial government roles in boosting and supporting mechanization, from import policies to promotion policies to public good policies. Potential approaches presented to facilitating mechanization in Africa include prioritizing market-led hiring services, eliminating distortions, and developing appropriate technologies for the African context. The role of agricultural mechanization within overall agricultural and rural transformation strategies in Africa is also discussed. The book’s recommendations and insights should be useful to national policymakers and the development community, who can adapt this knowledge to local contexts and use it as a foundation for further research.
A comparative study which describes and analyses the contribution of agriculture to the economies of East Asia. Until now, little attention has been paid to the agricultural sector which actually underpins industrial and commercial development. Recently, this sector has become the focus of increasingly bitter economic disputes, especially over protection and the use of import tariffs. A comparative framework is used, employing case studies from Japan, Taiwan and South Korea to highlight both the common characteristics of agriculture's role in East Asian development, and features particular to the political economy of agriculture in each country.
Southeast Asia made considerable progress in building and strengthening its agricultural R&D capacity during 2000–2017. All of the region’s countries reported higher numbers of agricultural researchers, improvements in their average qualification levels, and higher shares of women participating in agricultural R&D. In contrast, regional agricultural research spending remained stagnant, despite considerable growth in agricultural output over time. As a result, Southeast Asia’s agricultural research intensity—that is, agricultural research spending as a share of agricultural GDP—steadily declined from 0.50 percent in 2000 to just 0.33 percent in 2017. Although the extent of underinvestment in agricultural research differs across countries, all Southeast Asian countries invested below the levels deemed attainable based on the analysis summarized in this report. The region will need to increase its agricultural research investment substantially in order to address future agricultural production challenges more effectively and ensure productivity growth. Southeast Asia’s least developed agricultural research systems (Cambodia, Laos, and Myanmar) are characterized by low scientific output and researcher productivity as a direct consequence of severe underfunding and lack of sufficient well-qualified research staff. While Malaysia and Thailand have significantly more developed agricultural research systems, they still report key inefficiencies and resource constraints that require attention. Indonesia, the Philippines, and Vietnam occupy intermediate positions between these two groups of high- and low-performing agricultural research systems. Growing national economies, higher disposable incomes, and changing consumption patterns will prompt considerable shifts in levels of agricultural production, consumption, imports, and exports across Southeast Asia over the next 20 to 30 years. The resource-allocation decisions that governments make today will affect agricultural productivity for decades to come. Governments therefore need to ensure the research they undertake is responsive to future challenges and opportunities, and aligned with strategic development and agricultural sector plans. ASTI’s projections reveal that prioritizing investment in staple crops will still trigger fastest agricultural productivity growth in Laos. However, Indonesia, Malaysia, and Vietnam could achieve faster growth over the next 30 years by prioritizing investment in research focused on fruit, vegetables, livestock, and aquaculture. In Cambodia, Myanmar, and Thailand, the choice between focusing on staple crops versus high-value commodities was less pronounced, but projections did indicate that prioritizing investments in oil crop research would trigger significantly lower growth in agricultural productivity.
Agricultural innovation has played a critical role in the economic transformation of developing East Asian countries over the past half century. The Green Revolution—in the form of modern seed varieties, chemical fertilizers, pesticides, and modern machinery—has contributed to increased crop yields and farm incomes, and decreased poverty across the region. Although policy makers’ traditional focus on expanding and intensifying agricultural production has brought many benefits, the focus on productivity has come at a rising cost. The environmental sustainability of agricultural production is increasingly under threat. Moreover, as countries in the region have become more urbanized and demand for processed foods has risen, inadequate food safety systems and related food safety hazards have created a new form of food insecurity. As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. This effort will require a cross-cutting approach, including policy and institutional reforms, improved governance of countries’ agri-food systems, and efforts to build farmers’ and firms’ capacities to adopt new technologies and to innovate.
In Origins of Agriculture in Western Central Asia, archaeologist David R. Harris addresses questions of when, how, and why agriculture and settled village life began east of the Caspian Sea. The book describes and assesses evidence from archaeological investigations in Turkmenistan and adjacent parts of Iran, Uzbekistan, and Afghanistan in relation to present and past environmental conditions and genetic and archaeological data on the ancestry of the crops and domestic animals of the Neolithic period. It includes accounts of previous research on the prehistoric archaeology of the region and reports the results of a recent environmental-archaeological project undertaken by British, Russian, and Turkmen archaeologists in Turkmenistan, principally at the early Neolithic site of Jeitun (Djeitun) on the southern edge of the Karakum desert. This project has demonstrated unequivocally that agropastoralists who cultivated barley and wheat, raised goats and sheep, hunted wild animals, made stone tools and pottery, and lived in small mudbrick settlements were present in southern Turkmenistan by 7,000 years ago (c. 6,000 BCE calibrated), where they came into contact with hunter-gatherers of the "Keltiminar Culture." It is possible that barley and goats were domesticated locally, but the available archaeological and genetic evidence leads to the conclusion that all or most of the elements of the Neolithic "Jeitun Culture" spread to the region from farther west by a process of demic or cultural diffusion that broadly parallels the spread of Neolithic agropastoralism from southwest Asia into Europe. By synthesizing for the first time what is currently known about the origins of agriculture in a large part of Central Asia, between the more fully investigated regions of southwest Asia and China, this book makes a unique contribution to the worldwide literature on transitions from hunting and gathering to agriculture.
Until the early 1900s governments of Southeast Asia farmed out the right to run opium, gambling and other monopolies. Yet by about 1920 all of the major farms had been abolished and the collection of revenue brought under direct bureaucratic control. This book explains the rise and sudden fall of revenue farming, traces the changing fortunes of the Chinese businessmen who held the major farms, and uses the study of revenue farming to examine the emergence of the modern state in Southeast Asia.
Since the 1960s, Southeast Asia's agricultural sector has experienced phenomenal growth, with increases in production linked to an energy-intensive capitalization of agriculture and the rapid development of agrifood systems and agribusiness. Agricultural intensification and territorial expansion have been key to this process, with expansion of areas under cultivation playing an unusually important role in the transformation of the countryside and livelihoods of its inhabitants. Borneo, with vast tracts of land not yet under crops, has been the epicenter of this expansion process, with rubber and oil palm acting as the spearhead. Indonesia's Kalimantan provinces and the Malaysian states of Sabah and Sarawak have all undergone major changes but the time frames have varied, as have the crops involved. Agricultural expansion in Borneo is both an economic and a political process, and it has brought about profound socio-economic transformations, including deforestation, and development of communication networks. There has also been rapid population growth, much faster than in either Indonesia or Malaysia as a whole, with attendant pressures on employment, housing and social services. Until the end of the 20th century, agricultural expansion in Indonesia and Malaysia was largely state driven, with the goal of poverty reduction. Subsequently, as in Borneo, boom crop expansion has been taken over by private corporations that are driven by profit maximization rather than poverty reduction.
This book provides several up-to-date empirical policy-oriented studies on assessing the impacts of climate change on various economic sectors and the role of renewable energy resources in mitigating pollution and climate change. It suggests various policy recommendations on how to increase the share of renewable energy resources in the energy baskets of the members of the Association of Southeast Asian Nations (ASEAN) and the rest of the world to ensure energy sustainability. As of 2020, most of the world’s energy investment still went to carbon-emitting sources, namely, fossil fuels. On the other hand, the Covid-19 pandemic and the economic Project Overview 20 March 2021 08:39 Page 6 of 9 downturns shrank the global energy demand, including fossil fuels, resulting in a sharp drop in their prices. Low fossil fuel prices are harmful to developing renewable energy projects, making solar, wind, and other renewable energy resources less competitive as sources of electricity. This is endangering the Paris agreement and the “Climate Action” goal of the United Nations. Given the high share of fossil fuels in the energy mix of the members of ASEAN, tremendous challenges must be faced for their energy transition in the post-Covid-19 world. The authors call for sound policy and applicable technologies to ensure sustainable energy availability, accessibility, and affordability to reach emission reduction targets.

The Asian monsoon and associated river systems supply the water that sustains a large portion of humanity, and has enabled Asia to become home to some of the oldest and most productive farming systems on Earth. This book uses climate data and environmental models to provide a detailed review of variations in the Asian monsoon since the mid-Holocene, and its impacts on farming systems and human settlement. Future changes to the monsoon due to anthropogenically-driven global warming are also discussed. Faced with greater rainfall and more cyclones in South Asia, as well as drying in North China and regional rising sea levels, understanding how humans have developed resilient strategies in the past to climate variations is critical. Containing important implications for the large populations and booming economies in the Indo-Pacific region, this book is an important resource for researchers and graduate students studying the climate, environmental history, agronomy and archaeology of Asia.
