This conference proceedings examines problems of low incomes and high unemployment in rural areas of the Baltic countries. It compares the situation of the Baltic States with that in Western Europe, examines developments in Baltic labour markets, and looks at strategies for development.
The agricultural privatization strategy adopted in Estonia, Latvia and Lithuania was based on the premise that family farms are the most effective alternative to socialist large-scale agriculture. In addition, international organizations, particularly the World Bank, made recommendations concerning reform speed, synchronization and ownership rights that would facilitate transferring resources from large-scale producers to family farmers. This book provides a critical and comparative analysis of the implementation of this policy, and in particular the strategy promoted by the World Bank. The preservation of large-scale production is the key to Estonia's success while its eradication from Latvia and Lithuania did not produce a family farm system. Work productivity and the extent of plot farming are the indicators of success or failure. Research findings on deindustrialization, the hardships faced by new enterprises, rural tourism, increasing poverty, and problems in the civil society as presented in this book shed new light on these and other key issues in transition strategy.

This annual report monitors and evaluates agricultural policies spanning all 6 continents, including the 36 OECD countries, the 6 non-OECD EU Member States, and 12 emerging economies. It is a unique source of up-to date estimates of support to agriculture using a comprehensive system of measuring and classifying support to agriculture – the Producer and Consumer Support Estimates (PSEs and CSEs), the General Services Support Estimate (GSSE) and related indicators – which provide insight into the increasingly complex nature of agricultural policy and serve as a basis for OECD’s agricultural policy monitoring and evaluation.
Agriculture in the United States today increasingly operates in two separate spheres: large, corporate-connected commodity production and distribution systems and small-scale farms that market directly to consumers. As a result, midsize family-operated farms find it increasingly difficult to find and reach markets for their products. They are too big to use the direct marketing techniques of small farms but too small to take advantage of corporate marketing and distribution systems. This crisis of the midsize farm results in a rural America with weakened municipal tax bases, job loss, and population flight. Food and the Mid-Level Farm discusses strategies for reviving an "agriculture of the middle" and creating a food system that works for midsize farms and ranches. Activists, practitioners, and scholars from a variety of disciplines, including sociology, political science, and economics, consider ways midsize farms can regain vitality by scaling up aspects of small farms' operations to connect with consumers, organizing together to develop markets for their products, developing food supply chains that preserve farmer identity and are based on fair business agreements, and promoting public policies (at international, federal, state, and community levels) that address agriculture-of-the-middle issues. Food and the Mid-Level Farm makes it clear that the demise of midsize farms and ranches is not a foregone conclusion and that the renewal of an agriculture of the middle will benefit all participants in the food system--from growers to consumers.
