From 30 January to 1 February 2019 the Daniel K. Inouye Asia-Pacific Center forSecurity Studies hosted a Department of Defense Regional Center collaborationtitled "China's Global Reach: A Security Assessment." The goal of the workshopwas to leverage expertise and unique perspectives from all five Regional Centersto examine the actions and intentions of the People's Republic of China. To understand how these global activities impact the United States, this analysis was conducted within the context of the PRC's perspective of its own foreign policy, as well as under a state of strategic competition, as referenced in the 2017 National Security Strategy and 2018 National Defense Strategy. The workshopleveraged the insights gained from a broad range of experts to formulate policyrecommendations for defending state interests in the face of growing PRC assertiveness. Thescholarship, insights, and recommendations of the participants are collected in this volumefor the benefit of policy-makers, practitioners,and scholars.

Sub-Saharan Africa (SSA) has never been the centerpiece of U.S. foreign and defense policy. Yet the current struggle between the United States and its allies against terrorist groups and individuals motivated by Islamic extremism thrusts SSA forward as a front in the global conflict. The author asks, centrally, what is the most effective long-term approach to U.S. counterterrorism in SSA. By comparing views in Washington, DC, with perspectives from SSA, he assesses that a fundamental and dangerous misunderstanding of SSA may be leading U.S. policy astray. Recommending a new grand strategic approach to U.S. counterterrorism policy, he suggests urgently educating a future generation of analysts, officers, and policymakers on SSA--whose interest must match their knowledge and understanding.
This volume is a collection of the proceedings of the international conference "New Frontiers of Terrorism in Africa," that was held as an online event due to COVID-19. It marks the academic collaboration between the Department of Political Studies and Governance, University of the Free State, South Africa and the Institute for African Studies, Russian Academy of Sciences, Moscow, Russia. The conference was held on 17 March 2021 open to a global public audience. The welcome remarks were by Professor Irina Abramova, Director of the Institute for Africa Studies, Russian Academy of Sciences, the Opening Remarks were by Ambassador Ilya Igorevich Rogachev, HE Mr (Ambassador of Russian Federation to South Africa) and Ambassador (Rtd) Haim Koren, HE Dr (Former Ambassador of State of Israel to Egypt and South Sudan) A video recording of the webinar was made available after the event. There has been a rigorous peer-review of the presentations published in this volume. This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. Trends in the number and scope of peace operations since 2000 evidence heightened international appreciation for their value in crisis-response and regional stabilization. Peace Operations: Trends, Progress, and Prospects addresses national and institutional capacities to undertake such operations, by going beyond what is available in previously published literature. Part one focuses on developments across regions and countries. It builds on data- gathering projects undertaken at Georgetown University's Center for Peace and Security Studies (CPASS), the Stockholm International Peace Research Institute (SIPRI), and the Folke Bernadotte Academy (FBA) that offer new information about national contributions to operations and about the organizations through which they make those contributions. The information provides the bases for arriving at unique insights about the characteristics of contributors and about the division of labor between the United Nations and other international entities. Part two looks to trends and prospects within regions and nations. Unlike other studies that focus only on regions with well-established track records—specifically Europe and Africa—this book also looks to the other major areas of the world and poses two questions concerning them: If little or nothing has been done institutionally in a region, why not? What should be expected? This groundbreaking volume will help policymakers and academics understand better the regional and national factors shaping the prospects for peace operations into the next decade.
