This study investigates the feasibility and usefulness of forecasting techniques applied to the manpower requirements and research and development planning and programming cycles. A major thrusts of the effort is directed towards creating data bases in computer and nuclear manpower requirements from 1950 to the present, 3rd generation computer, nuclear, laser, and electro-optics technologies, and 24 weapon systems (aircraft, ships, and bases) from 1946 to the present. Three methodologies are used to forecast manpower requirements for emerging technologies. Growth curves and historical analogies are used to forecast manpower requirements based on similarities between existing and emerging technologies which are useful in validating more complex forecasting techniques. A system disaggregation technique is used to analogize manpower requirements on a component by component basis compared between an existing reference system and a perceived application of a new technology. A linear program allocates manpower over a 30-year period to forecast changes in the number of skills required by the addition or deletion of technology represented in the 24 weapon system types. New technology arguably provided the greatest challenge to industrial relations since the formation of unions. The problems raised led to a whole range of responses - from rejection of the new technology to acceptance fo the change with management and workers making new (and sometimes unheard of) agreements. This book, originally published in 1986 and based on extensive original research, examines the changes in industrial relations which the new technology of the 1980s caused, analysing the implications for the workforce and the reactions of the management and trade unions to the challenges.

The title of this book is Techniques in Corporate Manpower Planning: Methods and Applications. Manpower planning, also called personnel plan ning, implies the analysis of possible discrepancies in the future between personnel demand and supply. Personnel demand will also be called person nel requirement; and personnel supply, personnel availability. The notion of corporate manpower planning refers to the planning of personnel on the level of an industrial or governmental organization. As such, it does not stand for manpower planning for branches of industries or labor market studies of countries or international communities. One type of manpower planning is the planning of short-term succes sions of managers or the assignment planning of positions for individual employees for the next year. In fact, this type of short-term manpower plan ning is always executed, whether formally or informally, centrally or other wise. Another type of manpower planning, however, may be executed to match the requirement for and availability of personnel for the medium and long term. This type of manpower planning considers groups of employees rather than individuals. Our goal is to consider medium- and long-term manpower planning for groups of employees. We call this the multicategory vii Vlll PREFACE approach to manpower planning. In our view, this medium-and long-term personnel planning provides the conditions for individual manpower plan ning or for personnel development.
