The aging population is growing exponentially, and the healthcare services that older adults need will need to expand in conjunction with this rate. Medicaid helps with long-term care services and support. This study examines the implementation of the Medicaid Assisted Living Waiver program as a possible solution to access long-term care services for low-income seniors. This study is a qualitative analysis of data from peer-reviewed journal articles. Relevant materials were sourced through academic databases, including JSTOR, One Search, PubMed, and Google Scholar. Additional resources and data were found through government websites such as the Centers for Medicare & Medicaid Services, United Nations, and World Health Organization. Phrases used to search for resources included the aging population, Assisted Living Facilities, and access to long-term care. This study found that implementing programs to help pay for long-term care services in Assisted Living facilities for low-income older adults is necessary. In addition, the Assisted Living Waiver program needs to be more effective, inclusive and fulfilled nationally to meet the aging population's needs.

"Senior Services for the Financially Challenged" is a gem of a book that proves big things come in small packages. It provides valuable information for low-income seniors, their families and caregivers about the multitude of free social services available to help them live with more dignity. The material the author shares is totally public, but could take years of frustrating wrong turns to find out about on your own. This book is your shortcut to the questions you may not have known to ask-and it gives you the answers. How many people know that Medicaid can help pay the greater portion of Assisted Living Facility fees in five-star residential care centers? The author walks you through all the steps on how to apply for the program. If you are caring for a senior on Medicaid, you could be paid for services you may be providing for free out of the goodness of your heart. Ms. James has woven vital, often overlooked information about services available for low-income seniors, while recounting her journey caring for her father as he phased from dementia to Alzheimer's. Most books that touch upon these subjects are too clinical and detached. Others want to sugar coat the reality of caring for an aging, sick loved one. Not so here where the author shares some brutal truths to consider about the decision to become a caregiver for an elderly person. "This book will be an extremely helpful guide for families and/or their caregivers to help them navigate not just through Medicare and Medicaid, but so many social service programs for low-to-middle income seniors," said Colleen Anderson, retired Statewide Program Administrator for California Community Care Licensing, the state agency that licenses residential care facilities for the elderly. "The author has combined a wealth of factual information to help seniors live a better quality of life, along with personal anecdotes while caring for her ailing father." Ms. Anderson is the CEO of the California Institute of Health and Social Services, Inc. in Los Angeles. Finally there is a book that focuses on providing details on accessing long term residential care to an underserved population-elderly people with limited financial resources.

Abstract: By the year 2030, the Baby Boomer Generation at large will be age 65 and older, increasing the older adult population to nearly 70 million persons across the United States. Compassion Home aims to serve a fraction of this population who reside in or around Rowland Heights, California. According to the latest dataset from the United States Census Bureau in 2010, the unincorporated city of Rowland Heights had more than 6,400 older adults ages 65 years and older. In 2015, Statistical Atlas notated that more than 7,000 people in Rowland Heights were ages 65 and older. With this growing population of older adults and no residential care facilities for the elderly (RCFE) within a five-mile radius, Compassion Home will be strategically placed in the West side of Rowland Heights, off a major road, Fullerton Road, which connects to neighboring cities such as La Habra and Whittier. Compassion Home is a set apart, unique RCFE, such that it will have limited residents (maximum of six beds) and will offer modern technologies (e.g. iPad stations in common areas), DIY (do-it-yourself) activities, and cultural foods and activities (e.g. Chinese porridge and Karaoke). With these amenities, Compassion Home will serve those who desire communal living without the cost of giving up a quaint, residential home and will expand to multiple locations in due time.
