The involved portion of State Route 3 is the segment that extends from Clear Creek Road Interchange to Poulsbo Vicinity. Through its development, this segment has always lacked access control. Resulting has been some "strip" development in the Silverdale and Poulsbo area. Additionally, there are many closed spaced intersections and approaches between Silverdale and Poulsbo. This coupled with increasing traffic volumes due to extensive growth and construction progress at the Trident Base has created a highly congested route. The upgrading of SR-3 from the Sinclair Inlet/Bremerton area to Clear Creek Road Interchange has been in the process for the last ten years. The upgrading from Clear Creek Road Interchange to Poulsbo is the next portion for consideration. The basic purpose of the proposed route is to provide a transportation facility that relieves the current and forecasted traffic problems of the area. Specifically, it is designed to (1) provide adequate access to the Trident Base without disrupting traffic circulation in the area, (2) accommodate anticipated traffic increases, and (3) relieve existing traffic congestion in the area. --History and development of the route
