The Act represented a major shift in decision-making from the federal bureaucracy in Washington, D.C. to those U.S. localities to be benefitted by community development block grants. A major requirement of the Act was to provide ample opportunity for input from the local residents during the development of the pre-application and application phases of the CDBG program. To comply with the federal regulation which ensures adequate citizen participation, this Citizen Participation plan was developed. ...
