Why and how did South Korea become the world’s top digital government leader? This book examines the Korean model and how it is different from the digital government models of the West, specifically of the United States and the UK. The book also looks at the successes and failures that South Korea has encountered during the process of helping developing nations set up digital governments. The book begins with the origins and historical development of digital governance. It examines digital government strategies and informatization policies in Korea’s nation development and its promotion of the information and communications technology (ICT) industry. The book explains that one of the key successes was the result of leadership and a strong pan-governmental propulsion system, namely ICT governance. The book also suggests a new digital government development model in response to rapid changes in the ICT environment, specifically in view of the Fourth Industrial Revolution. It is a useful reference for developing countries that are looking at developing their own national information master plan, including digital government.

The report brings together evidence, international experience and policy insights for the design of housing policies. Emphasis is placed on three broad aspects: inclusiveness, efficiency and sustainability. Inclusive access to housing has become increasingly challenging in many OECD countries due to a large extent to rising housing costs, which reflects the failure of housing supply to meet demand, particularly in jobs-rich urban areas.

Digital transformation is reshaping the business arena as new, successful digital business models are increasing agility and presenting better ways to handle business than the traditional alternatives. Industry 4.0 affects everything in our daily lives and is blurring the line between the physical, the biological, and the digital. This created an environment where technology and humans are so closely integrated that it is impacting every activity within the organizations. Specifically, contracting processes and procedures are challenged to align with the new business dynamics as traditional contracts are no longer fitting today's agile and continuously changing environments. Businesses are required to facilitate faster, more secure, soft, and real-time transactions while protecting stakeholders’ rights and obligations. This includes agile contracts which are dynamically handling scope changes, smart contracts that can automate rule-based functions, friction-less contracts that can facilitate different activities, and opportunity contracts that looks toward the future. Innovative and Agile Contracting for Digital Transformation and Industry 4.0 analyzes the consequences, benefits, and possible scenarios of contract transformation under the pressure of new technologies and business dynamics in modern times. The chapters cover the problems, issues, complications, strategies, governance, and risks related to the development and enforcement of digital transformation contracting practices. While highlighting topics in the area of digital transformation and contracting such as artificial intelligence, digital business, emerging technologies, and blockchain, this book is ideally intended for business, engineering, and technology practitioners and policy makers, along with practitioners, stakeholders, researchers, academicians, and students interested in understanding the scope, complexity, and importance of innovative contracts and agile contracting.

Opening the Government of Canada presents a compelling case for the importance of a more open model of governance in the digital age – but a model that also continues to uphold democratic principles at the heart of the Westminster system. Drawing on interviews with public officials and extensive analysis of government documents and social media accounts, Clarke details the untold story of the Canadian federal bureaucracy’s efforts to adapt to new digital pressures from the mid-2000s onward. This book argues that the bureaucracy’s tradition of closed government, fuelled by today’s antagonistic political communications culture, is at odds with evolving citizen expectations and new digital policy tools, including social media, crowdsourcing, and open data. Striking a balance between reform and tradition, Opening the Government of Canada concludes with a series of pragmatic recommendations that lay out a roadmap for building a democratically robust, digital-era federal government.

THE PRACTITIONER’S GUIDE TO GOVERNANCE AS LEADERSHIP The Practitioner’s Guide to Governance as Leadership offers a resource that shows how to achieve excellence and peak performance in the boardroom by putting into practice the groundbreaking model that was introduced in the book, Governance as Leadership. This proven model of effective governance explores how to attain proficiency in three governance modes or mindsets: fiduciary, strategic, and generative. Throughout the book, author Cathy Trower offers an understanding of the Governance as Leadership model through a wealth of illustrative examples of high-performing nonprofit boards. She explores the challenges of implementing governance as leadership and suggests ideas for getting started and overcoming barriers to progress. In addition, Trower provides practical guidance for optimizing the practices that will improve organizational performance including: flow (high skill and high purpose), discernment, deliberation, divergent thinking, insight, meaningfulness, consequence to the organization, and integrity. In short, the book is a combination of sophisticated thinking, instructive vignettes, illustrative documents, and practical recommendations. The book includes concrete strategies that can help improve critical thinking in the boardroom, a board’s overall performance as a team, as well as information for creating a strong governance culture and understanding what is required of an effective CEO and a chairperson. To determine a board’s fitness and help the members move forward, the book contains three types of assessments: board members evaluate each other; individual board member assessments; and an overall team assessment. This practitioner’s guide is written for nonprofit board members, chief executives, senior staff members, and anyone who wants to reflect on governance, discern how to govern better, and achieve higher performance in the process.

An examination of the true role of governance as a driver of high-quality strategic decision-making, which can help an organization achieve its strategic objectives more efficiently and effectively. Many boards approach the subject of governance from a compliance perspective, which leaves value lying on the table. When boards complain that “we're spending too much time on governance”, what they're usually referring to is 'compliance'. A compliance focus leads to an emphasis on governance as an area of subject-matter expertise, a cost, an overhead, a back-office activity, something which 'has to be done' to satisfy regulation and Code. It manifests itself through a culture of box-ticking. Directors and senior management perceive, and derive, little value from the exercise. Seamus Gillen believes that governance is a commercial discipline, providing a fundamental underpin to the process of value creation, value protection and value preservation. Governance drives the quality of strategic decision-making that helps an organization achieve its strategic objectives more efficiently and effectively. High standards of governance create competitive advantage, a concept as applicable to not-for-profits and public sector bodies as to commercial entities. For organizations pursuing this approach, governance becomes a liberating theology, and a critical business enabler. Building Better Boards resonates with professionals operating across international jurisdictions, and is inclusive rather than exclusive. The book emphasises, and demonstrates, that governance is a live issue, an ongoing priority area of board focus, with developments occurring around the world on, literally, a daily basis. It identifies good practice and progressive thinking across sectors and geographies. It builds on thought leadership and case studies, as well as regulatory guidance and Code principles. It offers new models and approaches based on real-life experience. All to provide boards and directors - as well as senior executives - with the means to leverage governance to achieve their strategic objectives. To help them lead and succeed in a changing world.
