The United States has a long history of helping other nations develop and improve their military and other security forces. However, changing economic realities and the ongoing reductions in overall defense spending related to the end of more than a decade of war will affect the funding available for these initiatives. How can the U.S. Department of Defense increase the effectiveness of its efforts to build partner capacity while also increasing the efficiency of those efforts? And what can the history of U.S. efforts to build partner capacity reveal about which approaches are likely to be more or less effective under different circumstances? To tackle these complex questions and form a base of evidence to inform policy discussions and investment decisions, a RAND study collected and compared 20 years of data on 29 historical case studies of U.S. involvement in building partner capacity. In the process, it tested a series of validating factors and hypotheses (many of which are rooted in "common knowledge") to determine how they stand up to real-world case examples of partner capacity building. The results reveal nuances in outcomes and context, pointing to solutions and recommendations to increase the effectiveness of current and future U.S. initiatives to forge better relationships, improve the security and stability of partner countries,and meet U.S. policy and security objectives worldwide.

Volume 141, Hybrid Warfare and the Gray Zone Threat, considers the mutation of the international security environment brought on by decades of unrivaled U.S. conventional military power. Perspectives on the American Way of War examines salient cases of American experience in irregular warfare, focusing upon the post-World War II era. This book asks why recent misfires have emerged in irregular warfare from an institutional, professional, and academic context which regularly produces evidence that there is in fact no lack of understanding of both irregular challenges and correct responses. Expert contributors explore the reasoning behind the inability to achieve victory, however defined, and argue that what security professionals have failed to fully recognize, even today, is that what is at issue is not warfare suffused with politics but rather the very opposite, politics suffused with warfare. The effort to improve state institutions in post-conflict societies is a complicated business. Even when foreign intervention is carried out with the best of intentions and the greatest resources, it often fails. What can account for this failure? In Institution Building in Weak States, Andrew Radin argues that the international community’s approach to building state institutions needs its own reform. This innovative book proposes a new strategy, rooted in a rigorous analysis of recent missions. In contrast to the common strategy of foreign interveners—imposing models drawn from Western countries—Radin shows how pursuing incremental change that accommodates local political interests is more likely to produce effective, accountable, and law-abiding institutions. Drawing on extensive field research and original interviews, Radin examines efforts to reform the central government, military, and police in post-conflict Bosnia and Herzegovina, Kosovo, Iraq, and Timor-Leste. A new era of great power competition places a strategic premium on the efficiency with which states can pursue their aims. There is therefore likely to be an expanded scope for partnered operations. Partner force capacity building has a long history, with very mixed results, yet there is little historical memory in the institutions tasked with carrying it out. War by Others’ Means uses archival research, interviews with practitioners, and observation of capacity building to understand why states undertake it, how they should select, train and equip their partners, and how they should manage the generation and withdrawal of trainers.
