DOWNLOAD EBOOKThe African Ministers' Council on Water (AMCOW) commissioned the production of a second round of Country Status Overviews (CSOs) to better understands what underpins progress in water supply and sanitation and what its member governments can do to accelerate that progress across countries in Sub-Saharan Africa (SSA). AMCOW delegated this task to the World Bank's Water and Sanitation Program and the African Development Bank which are implementing it in close partnership with UNICEF and World Health Organization (WHO) in over 30 countries across SSA. This CSO2 report has been produced in collaboration with the Government of South Africa and other stakeholders during 2009/10. The analysis aims to help countries assess their own service delivery pathways for turning finance into water supply and sanitation services in each of four subsectors rural and urban water supply, and rural and urban sanitation and hygiene. The CSO2 analysis has three main components: a review of past coverage; a costing model to assess the adequacy of future investments; and a scorecard which allows diagnosis of particular bottlenecks along the service delivery pathway. The CSO2's contribution is to answer not only whether past trends and future finance are sufficient to meet sector targets, but what specific issues need to be addressed to ensure finance is effectively turned into accelerated coverage in water supply and sanitation. In this spirit, specific priority actions have been identified through consultation. A synthesis report, available separately, presents best practice and shared learning to help realize these priority actions.

DOWNLOAD EBOOKOne of the early set of reforms that South Africa embarked on after emerging from apartheid was in the water sector, following a remarkable, consultative process. The policy and legal reforms were comprehensive and covered almost all aspects of water management including revolutionary changes in defining and allocating rights to water, radical reforms in water management and supply institutions, the introduction of the protection of environmental flows, and major shifts in charging for water use and in the provision of free basic water. Over ten years of implementation of these policy and legislative changes mean that valuable lessons have already been learned and useful experiences gained in the challenge of effective water resources management and water services provision in a middle income country.

DOWNLOAD EBOOKAfrica's Water and Sanitation InfrastructureùAccess, Affordability, and Alternatives integrates a wealth of primary and secondary information to present a quantitative snapshot of the state of the WSS sectors in Africa. It explains the sectoral institutional structures and utility performance and articulates the volume and quality of financing available over time. The authors also evaluate the challenges to the WSS sectors and explore the factors that govern the expansion of coverage over time. Finally, the authors estimate spending needs for WSS, arriving at a funding gap for meeting the MDGs. The proposed directions for the future draw on lessons learned from best practices and present the menu of choices available to African countries, bearing in mind that the challenges differ to a significant extent among countries and solutions must be tailored to national or regional conditions. --Book Jacket.

DOWNLOAD EBOOKWater Services Management and Governance focuses on water services (water supply, wastewater services) and deals with connections between water resources and services and water resources. It covers water supply mainly in urban communities, sanitation and pollution control and water resources and their linkages to water services. This book is divided in to four key sections relating to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. The chapters analyse the complexity of the water services sector based on a historical analysis of developments within the sector. The underlying conviction is that only by understanding past trends, processes and developments can the current situation in the water services be understood. Only through this understanding can policies for sustainable water services in the future be formulated. The four key sections relate to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. Water Services Management and Governance raises awareness that an understanding of the past is a necessity to explore potential, probable and preferable futures. It is an essential basis for water sector reforms in any country, region or community. The book is written for experts in water utilities, ministries, municipalities, NGOs, donor agencies, private companies and regulators; as well as students and researchers in water policy and governance, and the management of water resources, services and infrastructure.
