In 1986, the Communist Party of Vietnam (CPV) adopted the Doi Moi (Renovation) policy at its sixth national congress, opening up a new chapter in the country’s modern history. This book examines how the interaction between political and economic factors under Doi Moi has shaped Vietnam’s China policy and bilateral relations since the late 1980s. After providing a historical background, the book examines the conflicting effects that Doi Moi has generated on bilateral relations. It demonstrates that Vietnam’s economic considerations following the adoption of Doi Moi contributed decidedly to the Sino-Vietnamese normalization in 1991 as well as the continuous improvements in bilateral ties ever since. Purpose of the study: The purpose of this study is to revisit the characteristics of Vietnam's foreign policy since its renovation in 1986, also known as Doi Moi, and explore its future trajectory in the coming decades.Methodology: This study employs a well-established analytical framework relying on the two-level game theory in foreign policy analysis which denotes that a state's foreign policy is shaped by both external and domestic factors. Primary data are collected from a wide range of trusted resources and databases and communications of the authors with Vietnamese veteran diplomats and foreign policymakers.Main finding: This article finds that three decades since the launching of Doi Moi in 1986, fundamental principles of Vietnam's foreign policy remains intact. "Why did Vietnam invade and occupy Cambodia in 1978? And why did it eventually change its approach, shifting from military confrontation to economic reform and reconciliation with China in the late 1980s? Drawing on rarely accessed archival documents, Kosal Path explores this major change in Vietnamese leaders' objectives and strategies. Unlike most studies, which attribute the invasion to political elites' paranoia and imperial ambition over Indochina, Path argues that Hanoi's move was rational and strategic, intended to resolve its economic crisis and counter imminent threats posed by the Sino-Cambodian alliance by cementing its own alliance with the Soviet Union. As these costly efforts failed in the 1980s, Vietnamese thinking shifted from the doctrinal Marxist-Leninist ideology that had prevailed during the last decade of the Cold War to the approach that would come to characterize the post-Cold War era. Path traces the moving target of Vietnam's changing priorities: first from military victory to Socialist economic reconstruction in 1975-76; then to military confrontation in 1978-1984; and finally, in 1985-86, to the broad reforms dubbed Doi Moi ("renovation"), meant to create a peaceful regional environment for Vietnam's integration into the global economy.
