All of us have been and are being affected by the new international environment--changed perceptions of the threat, negotiated reductions in conventional and strategic arms, shrinking defense budgets, and, consequently, a smaller Air Force with fewer resources. We in the Secretariat are no exception. As a result of declining resources, it was imperative that we consolidate our publications. Our new document, the USAF Statistical Digest, is a consolidation of three previous publications: the USAF Summary, Budget Book, and Budget Book in Brief. Please note that there have been no substantive changes to the information previously provided. A great deal of redundancy existed when we published the aforementioned three books. This has been eliminated. In addition, the USAF Statistical Digest has been reformatted to enable users to more easily find the information contained therein. Also, the charts and tables are now created using state of the art graphics. They should be more legible and thus, more useful. The time required to prepare the USAF Statistical Digest has been decreased substantially. All in all, we are proud of the improvements, the refinement of the production process, the reduction in production costs, and the final product.

This volume consists of two reports and concentrates on direct as well as indirect support required to conduct air operations. The first report, Logistics, discusses logistics in the Persian Gulf War as it applies to all military operations and in particular to air operations. Includes functions for maintaining an air base and support services. The second report, Support, concerns itself with the air base and airbase operations (e.g., civil engineering, services, and personnel). This is the dual theme of the volume.

An incisive account of the Persian Gulf War, Storm Over Iraq shows how the success of Operation Desert Storm was the product of two decades of profound changes in the American approach to defense, military doctrine, and combat operations. The first detailed analysis of why the Gulf War could be fought the way it was, the book examines the planning and preparation for war. Richard P. Hallion argues that the ascendancy of precision air power in warfare—which fulfilled the promise that air power had held for more than seventy-five years—reflects the revolutionary adaptation of a war strategy that targets things rather than people, allowing one to control an opposing nation without destroying it.

The United States Air Force Statistical Digest has been published each year since 1948. Over the years, while the Digest has had several changes in format, the original purpose for publishing it has not changed. The purpose has been, and will continue to be, to compile each fiscal year a single authoritative archival document providing a statistical description of the Air Force in terms of resources, organizations, and major activity parameters. Public affairs officials, scholarly researchers, planners, and many other persons who require a historical description of each year of the Air Force's existence have found the Digest to be an invaluable addition to their information reference sources. This FY1991 Statistical Digest returns to an earlier format containing only actuals and no projections for the future that most always in the past when included in the Digest changed soon after publication. We have also completely reformatted most of the tabular and graphic presentations of data.
