THIS IS THE SIXTEENTH EDITION IN AN ANNUAL SERIES OF THIS PUBLICATION WHICH BEGAN IN 1946. A CALENDAR YEAR BY MONTH THROUGH AUGUST 1945 EDITION, ARMY AIR FORCE STATISTICAL DIGEST WORLD WAR II (PEARL HARBOR DECEMBER 7, 1941 TO VJ DAY, 31 AUGUST 1945) SUMMARIZED WORLD WAR II DATA, INCLUDING COMBAT OPERATIONS, SOME OF THE TABLES ALSO INCLUDED DATA AS FAR BACK AS JULY 1939. THIS PUBLICATION WAS FOLLOWED BY A SUPPLEMENT THAT COMPLETED DATA FOR THE CALENDAR YEAR 1945 AS WELL AS OTHER AVAILABLE DATA FOR THE ENTIRE YEAR AND PREVIOUS YEARS, CALENDAR YEARS 1946 AND 1947 CONTINUED SUMMARIES FOR THE RESPECTIVE YEARS AND ALL AVAILABLE DATA FOR PREVIOUS YEARS SUBSEQUENT TO 1907. THE PUBLICATION WAS MADE AN ANNUAL REPORT UNTIL 1955 WHEN IT WAS REQUESTED THAT SUMMARIES OF PREVIOUS YEARS BE RESTORED BUT THEY WERE DISCONTINUED AGAIN AS OF FY 1960 EXCEPT FOR NEW TABLES THAT MIGHT BE INTRODUCED. IN THIS EVENT, AN ATTEMPT WAS MADE TO GIVE A COMPLETE SYNOPSIS OF THE NEW TABLE DATA, . FROM 1946 THROUGH 1948 THE PUBLICATION WAS KEPT ON A CALENDAR YEAR BASIS AND AFTER THAT TIME IT WAS CONVERTED TO A FISCAL - JANUARY 1949 THROUGH JUNE 1950 BEING THE FIRST UNDER THIS STYLE OF ORGANIZATION. THE SEQUENCE OF MATERIALS AND PARTS OF THE FY 1961 EDITION ARE SEQUENTIALLY THE SAME AS 1960 WITH THE EXCEPTION OF THE PART TITLED FISCAL. THIS PART HAS BEEN PLACED AT THE END OF THE BOOK. The Air Force requires technical skills and expertise across the entire range of activities and processes associated with the development, fielding, and employment of air, space, and cyber operational capabilities. The growing complexity of both traditional and emerging missions is placing new demands on education, training, career development, system acquisition, platform sustainment, and development of operational systems. While in the past the Air Force's technologically intensive mission has been highly attractive to individuals educated in science, technology, engineering, and mathematics (STEM) disciplines, force reductions, ongoing military operations, and budget pressures are creating new challenges for attracting and managing personnel with the needed technical skills. Assessments of recent development and acquisition process failures have identified a loss of technical competence within the Air Force (that is, in house or organic competence, as opposed to contractor support) as an underlying problem. These challenges come at a time of increased competition for technical graduates who are U.S. citizens, an aging industry and government workforce, and consolidations of the industrial base that supports military systems. In response to a request from the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering, the National Research Council conducted five fact-finding meetings at which senior Air Force commanders in the science and engineering, acquisition, test, operations, and logistics domains provided assessments of the adequacy of the current workforce in terms of quality and quantity.

It centers on the primary efforts of the United States Air Force and allied air units to defend 10 key air bases within the Republic of Vietnam. Bien Hoa, on 1 November 1964, was the first base to be attacked and until the cease-fire in January 1973, these bases suffered a total of 475 attacks. Although there were initial deficiencies in staff support for base defense in such key areas as intelligence, motor vehicles, weapons procurement and maintenance, communications, and civil engineering, significant improvements had been made by the end of the Air Force’s part in the war. The author, Lt. Col. Roger P. Fox, USAF (Ret.), wrote this volume while assigned to the Office of Air Force History. He brings judgments to his research based on his personal experience as a base security officer during the conflict. Thus, early on the morning of 4 December 1966, he rallied Air Force and South Vietnamese security forces to repel an enemy attempt to penetrate Tan Son Nhut Air Base, the center of Air Force operations in South Vietnam. For his gallantry in action on this occasion, he was awarded the Silver Star. This personal experience formed a foundation upon which he developed a keen insight into exploring the entire spectrum of air base defense, and upon which he has built a strong case for testing future plans and operations.
