Interest in autonomous ships has grown exponentially over the past few years. Whereas a few years ago, the prospect of unmanned and autonomous vessels sailing on the seas was considered unrealistic, the debate now centers on when and in what format and pace the development will take place. Law has a key role to play in this development and legal obstacles are often singled out as principal barriers to the rapid introduction of new technologies in shipping. Within a few years, autonomous ships have turned from a non-issue to one of the main regulatory topics being addressed by the International Maritime Organization. However, the regulatory discussion is still in its infancy, and while many new questions have been raised, few answers have been provided to them to date. Increased automation of tasks that have traditionally been undertaken by ships' crews raises interesting legal questions across the whole spectrum of maritime law. The first of its kind, this book explores the issue of autonomous ships from a wide range of legal perspectives, including both private law and public law at international and national level, making available cutting-edge research which will be of significant interest to researchers in maritime law. Unmanned ships and autonomous ships are quickly becoming a reality, making shipping safer and more efficient. However, traditional tasks and functions are becoming blurred as new technology changes how the unique needs of different sectors are met. In addition to large vessels dedicated to the transport of goods and cargos across the oceans, major efforts are underway towards the automation of small coastal shipping that includes ferries, tugboats, supply and service vessels, and barges. Automated vehicles are also replacing conventional ships for inspecting and servicing pipelines, drilling platforms, wind farms and other offshore installations. Automated shipping is explored in terms of economics, technology, safety and the environment under the broad themes of ship design and engineering, command and control, navigation, communications, security, regulatory issues, and training. This includes initiatives for autonomous shipping as well as civilian implications of military ship automation programs. This book is primarily for maritime professionals, regulatory authorities, insurers, and environmental groups. It also suits undergraduate students involved in deck officer training, and graduate students and academics involved in research in ship design, operations and management.
Unmanned marine vehicles (UMVs) include autonomous underwater vehicles, remotely operated vehicles, semi-submersibles and unmanned surface craft. Considerable importance is being placed on the design and development of such vehicles, as they provide cost-effective solutions to a number of littoral, coastal and offshore problems. It is widely anticipated that autonomous vehicles will have a transformational impact on military forces and will play a key role in many future force structures. As a result, many tasks have already been identified that unmanned systems could undertake more readily than humans. However, for this to occur, such systems will need to be agile, versatile, persistent, reliable, survivable and lethal. This will require many of the vehicles ‘cognitive’ or higher order functions to be more fully developed, whereas to date only the ‘component’ or physical functions have been successfully automated and deployed. The book draws upon a broad range of others’ work with a view to providing a product that is greater than the sum of its parts. The discussion is intentionally approached from the perspective of improving understanding rather than providing solutions or drawing firm conclusions. Consequently, researchers reading this book with the hope of uncovering some novel theory or approach to automating an unmanned vehicle will be as disappointed as the capability planner who anticipates a catalogue of technical risks and feasibility options against his favoured list of component technologies and potential applications. The International Conference on Intelligent Unmanned Systems 2011 was organized by the International Society of Intelligent Unmanned Systems and locally by the Center for Bio-Micro Robotics Research at Chiba University, Japan. The event was the 7th conference continuing from previous conferences held in Seoul, Korea (2005, 2006), Bali, Indonesia (2007), Nanjing, China (2008), Jeju, Korea (2009), and Bali, Indonesia (2010). ICIUS 2011 focused on both theory and application, primarily covering the topics of robotics, autonomous vehicles, intelligent unmanned technologies, and biomimetics. We invited seven keynote speakers who dealt with related state-of-the-art technologies including unmanned aerial vehicles (UAVs) and micro air vehicles (MAVs), flapping wings (FWs), unmanned ground vehicles (UGVs), underwater vehicles (UVs), bio-inspired robotics, advanced control, and intelligent systems, among others. This book is a collection of excellent papers that were updated after presentation at ICIUS2011. All papers that form the chapters of this book were reviewed and revised from the perspective of advanced relevant technologies in the field. The aim of this book is to stimulate interactions among researchers active in the areas pertinent to intelligent unmanned systems.

In the years since 1994, when the UN Convention on the Law of the Sea (UNCLOS) entered into force, the ocean law regime has been profoundly affected by an interplay of new forces in global ocean affairs. Numbered among them are innovations in technology and science, the emergence of intensified piracy and other challenges to maritime security, national, and regional programs. In Ocean Law and Policy: Twenty Years of Development under the UNCLOS Regime, experts from fourteen countries present nineteen papers that provide insightful analyses of these wide-ranging issues that form the emerging new context of UNCLOS as a keystone to a working regime system. Autonomous vehicles (AVs) have been used in military operations for more than 60 years, with torpedoes, cruise missiles, satellites, and target drones being early examples.1 They have also been widely used in the civilian sector-for example, in the disposal of explosives, for work and measurement in radioactive environments, by various offshore industries for both creating and maintaining undersea facilities, for atmospheric and undersea research, and by industry in automated and robotic manufacturing. Recent military experiences with AVs have consistently demonstrated their value in a wide range of missions, and anticipated developments of AVs hold promise for increasingly significant roles in future naval operations. Advances in AV capabilities are enabled (and limited) by progress in the technologies of computing and robotics, navigation, communications and networking, power sources and propulsion, and materials. Autonomous Vehicles in Support of Naval Operations is a forward-looking discussion of the naval operational environment and vision for the Navy and Marine Corps and of naval mission needs and potential applications and limitations of AVs. This report considers the potential of AVs for naval operations, operational needs and technology issues, and opportunities for improved operations.
