DOWNLOAD EBOOKRecognizing that a capacity to innovate and commercialize new high-technology products is increasingly a key for the economic growth in the environment of tighter environmental and resource constraints, governments around the world have taken active steps to strengthen their national innovation systems. These steps underscore the belief of these governments that the rising costs and risks associated with new potentially high-payoff technologies, their spillover or externality-generating effects and the growing global competition, require national R&D programs to support the innovations by new and existing high-technology firms within their borders. The National Research Council's Board on Science, Technology, and Economic Policy (STEP) has embarked on a study of selected foreign innovation programs in comparison with major U.S. programs. The "21st Century Innovation Systems for the United States and Japan: Lessons from a Decade of Change" symposium reviewed government programs and initiatives to support the development of small- and medium-sized enterprises, government-university- industry collaboration and consortia, and the impact of the intellectual property regime on innovation. This book brings together the papers presented at the conference and provides a historical context of the issues discussed at the symposium.

DOWNLOAD EBOOKOver the last several decades there has been a growing interest in Research & Development (R&D) policy. This is particularly so in advanced industrialized nations that have adopted science- and technology- based strategies for national economic competitiveness. The United States, the United Kingdom, and Japan -- the three nations that are the subjects of this book -- share this policy strategy. Each of these nations is committed to hamessing the innovations that stern from scientific and technological advance to promote national economic prosperity. Governments can influence their nation's R&D efIort in three general ways. First, they can directly fund the R&D efIort through grants, loans, appropriations, or government contracts. Second, they can provide tax and financing incentives to encourage higher levels of private sector R&D. Third, they can use their power to create inter-organizational collaborations that vastly extend and expand the nation's collective R&D efIort. University-industry collaborations are a principal type of these inter organizational R&D efIorts -- and the focus of this book.

DOWNLOAD EBOOKThis book discusses the rapidly growing interest in economic diversification through partnerships between industry, university and government (IUGP), with a focus on the economic diversification of the state of Qatar. It provides a comparative account of the knowledge ecosystem in the USA, Norway, Singapore and Qatar, and offers an evolutionary, national economic-transformational perspective on legislation, institutional and cultural settings, intermediary structures, and support programs. Providing a broad overview of the knowledge ecosystems in these countries, it is suitable for readers at various learning levels. It also includes case studies and a concise comparison of the Global Innovation Index (GII) of the four countries, and explores in detail the under-par comparative performance of Qatar, revealing that the country is still at the engagement level of IUGP. Further, it proposes evidence-based recommendations and strategies, making it a valuable resource for researchers, graduate students and policymakers.

DOWNLOAD EBOOKAs funding for universities and governmental research units has declined, these institutions have turned to the private sector to augment their research and development budgets. This book presents a framework for structuring public-private research partnerships that protect both these institutions’ academic freedom and the private firm’s corporate interests. This formulation is developed using insights originating from the incomplete contracting and collective decision making literatures. The book presents a number of template designs for a variety of research partnerships.

DOWNLOAD EBOOKIn order to understand collaborative research activity in the United States, it is important to understand the contextual environment in which firms pursue a collaborative research strategy. The U.S. environment for formal collaborative research was established through a number of policy initiatives promulgated in the 1980s in response to the widespread productivity slowdown throughout industry that began in the early 1970s and then intensified in the late 1970s and early 1980s. These initiatives include the Bayh–Dole Act of 1980, the Stevenson–Wydler Act of 1980 and its amendments, the National Cooperative Research Act of 1984 and its amendments, and the Federal Technology Transfer Act of 1986. Collaborative Research in the United States offers a critical and retrospective description of collaborative research activity in the United States in an effort to provide a prospective framework for policymakers to evaluate future policy initiatives to encourage such strategic behavior. The analysis that underlies the policy framework draws from the performance of U.S. firms’ experiences, presenting a quantitative foundation for recommendations about future policy initiatives. It will be of interest to researchers, academics, policymakers, and students in the fields of critical management studies, strategic management, economics, and public policy.
