Mobutu's political system, inaugurated in 1965 and lasting more than three decades, met all the characteristics of totalitarianism. This study shows that the failures and misdeeds of Mobutu's system were clear evidence that it lacked an African-centred vision and did not put the interests of the African people of Congo (formerly Zaire) at the centre of this political project. In this study Mobutu's political actions in the 1990s - mostly as they related to the National Sovereign Conference - are critically analyzed and found to be a deliberate attempt to obstruct the momentum of democracy for the African people of Congo. From an Afro centric standpoint, this obstruction is evidence of Mobutu's attempt to impede the search for harmony and peace by the Zairian people, and to reject the African-centred truth that without Ma'at (harmony) there is no understanding and no possible restoration of balance. One of the implications of Orientalism is that the Arab world, as a homogenous entity, is often analysed as an anomaly within the international system. To date, the nascent consequential notion of ‘multiple modernities’ has been predominately grounded in historical research with the purpose of validating the theory. Yet, the notion of multiple modernities represents a radical transformation in the way modernity and, indeed, the contemporary world is viewed. As such, the central aim of this volume is to explore the implications and hidden understanding of the multiple modernities research project beyond historical analysis in order to investigate its wide ranging omnipresent implications as they exist in communication and in the social order of societal membership in contemporary societies. This volume collects new research about multiple modernities and globalization. It shows the new turn of sociological theory in the contemporary scene with respect to multiple modernities, multi-centrism, transglobality, hybridization and multiculturalism, and explores it as a new area of societal communication – one that takes effect in the sectors of a global society as a ‘society of societies’. The studies in this book converge to demonstrate that the route of Western modernization, its cultural program and its institutional structure, does not follow the pathway of modernization that we have thus far observed in the emerged new area. The study of civil-military relations in Latin America produced a rich debate and research agenda prior to 2000. But this agenda was largely abandoned during the past decade as the spectre of military dictatorship has virtually disappeared, with the political role of the military in many countries dramatically diminished. Indeed, in no country that has initiated a process of holding the military accountable to civilian control has the military openly rebelled. Yet, the institutions and public attitudes that guarantee democratic civilian control of the military exist in a general context of political polarisation, citizen insecurity and in many countries a sense of developing ungovernability. The military coup in Honduras (2009), the military response to the police rebellion in Ecuador (2010), and the speculation concerning the Venezuelan military's behaviour in the event that Hugo Chavez is incapacitated or dies (2013), demonstrates the relevance and importance of the civil-military relationship today. In this volume leading scholars from Latin America, the U.S. and Spain debate the ability of contemporary Latin American civil-military relationships to weather these challenges.
