This publication contains three case studies which seek to disseminate information on best practices for promoting transfer of technology in developing countries, in order to help establish new industries which can successfully compete in the global economy. These studies were carried out under the UNCTAD/UNDP Programme on Globalization, Liberalization and Sustainable Human Development, and deal with aircraft manufacturing in Brazil, the pharmaceuticals sector in India and the automobile industry in South Africa.
This book provides evidence on how FDI leads to knowledge and technology transfers towards domestic firms by paying attention to the role of multinational companies. The author presents a comprehensive empirical research conducted at firm-level in the Turkish automotive industry. Using a representative sample of face-to-face in-depth interviews with top-executives and a survey of top level managers of domestic suppliers, the research analyzes the existence, channels, intensity and determinants, and the kind of transfers that occur at both inter- and intra-firm level in the industry. The author contends that policies aimed at attracting FDI flows should be re-examined under the findings and insights of this study since it is a necessary – although not sufficient - condition to have an efficient absorptive capacity level and/or skilled human capital stock in order to benefit from these flows. This study has policy implications for the automotive industry as well as practical recommendations for the public institutions and top-executives in emerging country companies and multinationals in order to conceive and implement science and technology policies in supporting the knowledge transfers.
This book examines the international technology transfer process and the role of both multinationals and host-country governments in that process, with emphasis on the experience of the more developed countries. It explores a range of issues and presents much original thinking and research findings. It discusses in particular the strategies of the multinationals, assessing how far they are willing to accept technology transfer to external partners (as opposed to subsidiaries which they can control). It also examines how far technical transfers are successful from the viewpoint of the firm and countries involved, arguing that governments are most likely to succeed in attracting multinational transfers if they are aware of and accommodate to some degree multinationals’ preferences.
One of the alleged benefits of the recent global movement to strengthen intellectual property rights (IPRs) is that such reforms accelerate transfers of technology between countries. Branstetter, Fisman, and Foley examine how technology transfer among U.S. multinational firms changes in response to a series of IPR reforms undertaken by 12 countries over the 1982-99 period. Their analysis of detailed firm-level data reveal that royalty payments for intangibles transferred to affiliates increase at the time of reforms, as do affiliate research and development (R & D) expenditures and total levels of foreign patent applications. Increases in royalty payments and R & D expenditures are more than 20 percent larger among affiliates of parent companies that use U.S. patents more extensively prior to reform and therefore are expected to value IPR reform most.
