This book explores the idea of responsible government in East Asia, arguing that many recent governance crises have resulted from responsibility failures on a huge scale. It distinguishes between accountability, which it argues has been overemphasised recently, and responsibility, which it argues goes beyond accountability, true responsible government involving the actor in feeling liable for and taking responsibility for his or her actions. It shows how historically the concept of responsibility is more embedded in political discussions in Asia, whereas the concepts of democracy and accountability are more embedded in the intellectual traditions of Europe, but that the challenges of revolution and post-revolution, decolonization and post-colonization and neo-liberal globalization have complicated matters. Drawing on a wide range of case studies from East Asia, and relating the concepts discussed to political theory, ethics and social psychology, the book shows how actors in government and society interact to deliberate, produce or distract from the practice and perception of “responsible government”, and suggests how the concept of “responsible government”, better defined, might be encouraged to produce better governance.

East Asian democracies are in trouble, their legitimacy threatened by poor policy performance and undermined by nostalgia for the progrowth, soft-authoritarian regimes of the past. Yet citizens throughout the region value freedom, reject authoritarian alternatives, and believe in democracy. This book is the first to report the results of a large-scale survey-research project, the East Asian Barometer, in which eight research teams conducted national-sample surveys in five new democracies (Korea, Taiwan, the Philippines, Thailand, and Mongolia), one established democracy (Japan), and two nondemocracies (China and Hong Kong) in order to assess the prospects for democratic consolidation. The findings present a definitive account of the way in which East Asians understand their governments and their roles as citizens. Contributors use their expert local knowledge to analyze responses from a set of core questions, revealing both common patterns and national characteristics in citizens' views of democracy. They explore sources of divergence and convergence in attitudes within and across nations. The findings are sobering. Japanese citizens are disillusioned. The region's new democracies have yet to prove themselves, and citizens in authoritarian China assess their regime's democratic performance relatively favorably. The contributors to this volume contradict the claim that democratic governance is incompatible with East Asian cultures but counsel against complacency toward the fate of democracy in the region. While many forces affect democratic consolidation, popular attitudes are a crucial factor. This book shows how and why skepticism and frustration are the ruling sentiments among today's East Asians.
East Asia, until recently the scene of widespread blood-letting, has achieved relative peace. A region that at the height of the Cold War had accounted for around eighty percent of the world's mass atrocities has experienced such a decline in violence that by 2015 it accounted for less than five percent. This book explains East Asia's 'other' miracle and asks whether it is merely a temporary blip in the historical cycle or the dawning of a new, and more peaceful, era for the region. It argues that the decline of mass atrocities in East Asia resulted from four interconnected factors: the consolidation of states and emergence of responsible sovereigns; the prioritization of economic development through trade; the development of norms and habits of multilateralism, and transformations in the practice of power politics. Particular attention is paid to North Korea and Myanmar, countries whose experience has bucked regional trends largely because these states have not succeeded in consolidating themselves to the point where they no longer depend on violence to survive. Although the region faces several significant future challenges, this book argues that the much reduced incidence of mass atrocities in East Asia is likely to be sustained into the foreseeable future.
Some fledging democracies in the world have encountered setbacks due to political parties trying to grapple with the expectations of sophisticated electorates and introducing gradual political reforms over the years.This book describes how democracy is evolving in East Asia and how it assumes different forms in different countries, with political parties adapting and evolving alongside. It has a two-fold intent. First, it contends that the existing variety of party systems in East Asia will endure and may even flourish, rather than converge as liberal democracies. Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. Although Asia has a long history of governance practices, its modern governance systems have been profoundly influenced by the Western models. This book explores how the declining economic and political influences on the global stage of the USA and Europe has significantly reduced developing countries’ confidence in the public governance models promoted by the Western world. As academics have begun to challenge the assuredness of the conventional logic of ‘Western = Global = Best’, scholarship has also grown on the contextualized governance experiences in Asia. This timely volume explores the emergence of Asian models of governance, taking into account the shifting global political economic landscape and the region’s rapid growth in recent decades. Could there be Asian models of governance that are distinct from the Western ones? If so, what are the key characteristics? The authors examine the potentials and challenges of Asian models of governance based on empirical studies from various Asian societies, ranging from Singapore and South Korea to Myanmar and Vietnam. As well as theoretical explorations, the book also provides rich empirical evidence on the contextualized lessons accumulated in Asia, offering a more nuanced understanding of Asian governance experience through comparative case studies.
