The Singapore Lecture series was inaugurated in 1980 by the ISEAS – Yusof Ishak Institute (formerly Institute of Southeast Asian Studies) with a founding endowment from the Monetary Authority of Singapore (MAS), and augmented by a generous donation in 1983 from ExxonMobil Asia Pacific. The Singapore Lecture is designed to provide an opportunity for distinguished statesmen and leaders of thought and knowledge to reach a wider audience in Singapore. The presence of such eminent personalities allows Singaporeans, especially younger executives and decision-makers in both the public and private sectors, the benefit of exposure to leading world figures who address topics of international and regional interest. On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. "This is a personal story of a multinational research programme that, instead of explaining conflict, has sought to explain peace, and to gauge its quality and sustainability. The Uppsala Conflict Data Programme has shown a dramatic drop in East Asian battle deaths between the 1970s and '80s, just as wars got worse in the rest of the world. Since 1989, East Asia has been exceptionally peaceful. The book recounts heated discussions over how to explain a regional transition to peace. Was it due to a changing power balance? The ASEAN Way? China's 'peaceful development' doctrine? Growing economic interdependence? This open access book asks why and how some of the developing countries have “emerged” under a set of similar global conditions, what led individual countries to choose the particular paths that led to their “emergence,” and what challenges confront them. If we are to understand the nature of major risks and uncertainties in the world, we must look squarely at the political and economic dynamics of emerging states, such as China, India, Brazil, Russia, and ASEAN countries. Their rapid economic development has changed the distribution of wealth and power in the world. Yet many of them have middle income status. To global governance issues, they tend to adopt approaches that differ from those of advanced industrialized democracies. At home, rapid economic growth and social changes put pressure on their institutions to change. This volume traces the historical trajectories of two major emerging states, China and India, and two city states, Hong Kong and Singapore. It also analyzes cross-country data to find the general patterns of economic development and sociopolitical change in relation to globalization and to the middle income trap.
