The study of the European Union has historically been a theoretical battleground. Since the 1990s, new theoretical directions such as neo-institutionalism, multi-level governance and constructivism have provided a new impetus. However, despite these new inroads, empirical work has often remained sociologically and empirically underspecified. This volume seeks to bridge the gap between theory and fieldwork by developing an actor-centered political sociology. In doing so, the volume engages in a critical dialogue with the constructivist framework and proposes to build on its insights through a sociological hardening centered on European actors. The renewal of European studies through political sociology is only useful if it generates new understandings through empirical observation. This volume seeks to take a new tack on constructivism by asking what it is that Europe constructs by looking at three areas -- social spaces and professions, policy “problems” and policies, and policy instruments such as the Eurobarometer.
This book addresses the important but understudied question of how social scientific knowledge is entangled in the process of European integration. More specifically, it provides the first systematic introduction to a sociology of knowledge approach to European integration and demonstrates the value of such an approach through empirical illustrations. Drawing on new research in the intersection of sociology of knowledge and political sociology, the book is the first to analyse the entanglement of social scientific knowledge and the development of the EU. The book provides the first systematic mapping of the relations between social scientific knowledge and particular aspects of European integration such as the Euro and monetary governance, constitution- and treaty-negotiation, education policy, enlargement and external relations. The book imports key ideas from the sociology of knowledge, sociology of science and political sociology to cast new light on the field of EU studies and its relation to the EU. The result is a fresh account of European integration, shaped – in often surprising ways – by relatively small groups of people and their particular ideas about economy, law, culture and politics. Globalisation and complex Europeanisation are two significant challenges currently influencing the restructure of the European nation-state, and redefining political power. The study of the informal dimension of EU politics is more important than ever in order to understand how the EU system works. This book presents an innovative and original study on informal cross-party, cross-committee groupings in the European Parliament, so-called Intergroups. Building on extensive fieldwork, including semi-structured interviews and observations, this study shows how parliamentarians of the seventh European Parliament (2009-2014) gain a variety of social resources, such as social, informational and political capital, in Intergroups, which they subsequently mobilise to foster opinion-formation across political groups and parliamentary committees, and to shape the EP’s agenda and policy outcomes. Drawing on an interdisciplinary, Bourdieusian-inspired framework, this book makes a valuable contribution to sociological approaches in European integration studies. Shedding new light on the informal dimension of parliamentary practices and politics, this book appeals to EP as well as EU scholars, to students and practitioners of EU politics, and civil society.
