This book investigates the history, development, and current state of anti-corruption agencies in Latin America. In recent decades, specialized anti-corruption agencies have sprung up as countries seek to respond to corruption and to counter administrative and political challenges. However, the characteristics, resources, power, and performance of these agencies reflect the political and economic environment in which they operate. This book draws on a range of case studies from across Latin America, considering both national anti-corruption bodies and agencies created and administered by, or in close coordination with, international organizations. Together, these stories demonstrate the importance of the political will of reformers, the private interests of key actors, the organizational space of other agencies, the position of advocacy groups, and the level of support from the public at large. This book will be a key resource for researchers across political science, corruption studies, development, and Latin American Studies. What is the role of regional organizations in maintaining security across different parts of Latin America and the Caribbean (LAC)? How did COVID-19 impact states in the region and what types of collective action have helped respond to public health emergencies? In what way is LAC environmental policy formulated and what broader lessons can be drawn for the Global South? This edited volume addresses these questions, revealing the reasons behind the successes and failures of LAC regional responses to collective challenges as well as their limitations and potential for future improvement. Natural resource extraction, once promoted by international lenders and governing elites as a promising development strategy, is beginning to hit a wall. After decades of landscape gutting and community resistance, mine developers and their allies are facing new challenges. The outcomes of the anti-mining pushback have varied, as increasing payments, episodic repression, and international pressures have deflected some opposition. But operational space has been narrowing in the extractive sector, as evidenced by the growing adoption of mining bans, moratoria, suspensions, and standoffs. This book tells the story of how that happened. In Breaking Ground, Rose J. Spalding examines mining conflict in new extraction zones and reactivated territories--places where "mining as destiny" is a contested idea. Spalding's innovative approach to the mining story traces the construction of mine-friendly rules in up-and-coming mining zones, as late-comers gear up to compete with mining giants. Spalding also excavates the tale of mining containment in countries that have turned away from the extraction model. By challenging deterministic assumptions about the "commodities consensus" in Latin America, Breaking Ground expands the analysis of resource governance to include divergent trajectories, tracing movement not just toward but also away from extractivism. Spalding explores how people living in targeted communities frame their concerns about the impacts of mining and organize to protect local voice and the environment. The COVID-19 pandemic has fundamentally altered the global economic landscape, with the smallest and most vulnerable economies particularly hard hit. In the Northern Triangle countries of El Salvador, Guatemala, and Honduras, the crisis has cost lives and livelihoods. It has impacted both the demand and supply sides of the economy, posing difficult policy tradeoffs. Risks to macroeconomic stability are now growing. Each country will likely exit the crisis with an even greater need for reform. Escaping the Governance Trap: Economic Reform in the Northern Triangle provides a framework for understanding the challenges of those three Central American nations, proposing that the lack of governing capacity in each country is a crucial problem. This book argues that economic reforms can help the Northern Triangle countries escape their governance traps and identifies priority areas of economic reform. Sectors covered include fiscal policy, monetary and exchange rate policy, financial access and deterrence, and structural reforms. It also highlights the role that stakeholders like the United States can play to help in these reform efforts, and how those outcomes affect the United States and the global community. All told, Escaping the Governance Trap provides an accessible, direct account of the Northern Triangle’s economic challenges and how to fix them.
"Corruption vulnerabilities exist where government officials have power over the provision of goods and the imposition of costs. Building permits and infrastructure contracts are examples of state-issued goods. Traffic tickets and tax liabilities are examples of costs levied by the state. These and other corruption vulnerabilities turn to actual threats when officials calculate that the benefits of abusing their power are greater than the penalties associated with getting caught. By a similar logic, the formula for corruption control requires increasing the probability of detecting corruption (that is, of activating the eye) through enhanced monitoring and then credibly threatening to apply the appropriate penalty in response to wrongdoing (cracking the whip). Notably, the common policy response to corruption often emphasizes only the first of the two mechanisms. Governments prioritize transparency measures but avoid the risks associated with confronting corruption. Therefore, as a means to improve on the current state of affairs, this book examines distinct approaches to promoting accountability, especially accountability among the set of unelected officials responsible for regulating the built environment. It analyzes the results of field experiments on corruption control conducted in the City of Querétaro in central Mexico, urban and peri-urban districts in Peru, and two of New York City's boroughs. The book contributes evidence-based recommendations for how societies can go about fighting bureaucratic corruption"--
