It is the work of a passer-by, who does not profess to have an intimate and exhaustive knowledge of the country such as can be attained only after many years' residence; it is an account of a journey through a beautiful and fascinating, but little-known, island to which foreigners are not usually encouraged to go, an introduction to its romantic history, to its rich natural resources, and to the unhappy story of the fortunes of the brown people who dwell upon its jungle hills. Thanks to the courtesy of the Government of Formosa I was privileged, during my visit to the island, to look through many windows which ordinarily would have been closed to the traveller, and by the light of my knowledge of other Eastern colonies I have tried to show how in thirty years the Japanese have succeeded, marvellously succeeded, in developing economically what was, when they first took possession of it, little more than a wilderness; and to show too how they have failed, for all their good intentions, in their attempt to settle and administer the native tribes, made intractable by centuries of tyranny and oppression. Excerpt from Japanese Rule in Formosa Our administration in Formosa has been severely criticised, but the majority of our critics have not studied the question sufficiently to form an opinion. Very few of them have had an opportunity of visiting the island and testing the truth of their suppositions by personal investigation on the spot; hence, in most cases, their conclusions are wrong, because they arise from insufficient knowledge, and are based on false premises. Others have looked at the subject through coloured glasses, and thus have obtained a distorted view. Small wonder then that their criticisms are so wide of the mark. As a matter of fact, our nation's history as a Colonial Power commences with the story of our administration in Formosa, and our failure or success there must exercise a marked influence on all our future undertakings. Peking ceded Formosa to Japan in 1895, whereupon Japan became the first Asian power in modern times to possess a colony, and the island became a testing ground for imperial policies. For two centuries the Formosan Chinese had resisted authority imposed upon them by inefficient continental Chinese. Now, Tokyo extended to insular Formosa many organizing, modernizing measures characterizing Japan's own vigorous Meiji Revolution. During the next fifty years, as living standards rose to approach those of Japan proper, early leaderless Formosan resistance to alien rule developed into organized appeals for effective representation in local government and at Tokyo. With reversion to continental Chinese control at the end of World War II, Formosans expected to conserve and enhance gains made during the Japanese era. Bitter disappointment promptly led again to rebellious relations with the continent. The author, long resident in Formosa and exclusively concerned with Formosan affairs while in government service during and after World War II, is well qualified to comment upon Formosa's history and prospects. He concludes that the Japanese era left an ineradicable mark upon the island people, an understanding of which will illuminate developments when Peking later undertakes the formidable task of converting Formosa into a fully disciplined and integrated province of the People's Republic of China.
