Excerpt from Thoroughfare Plan Report for Highlands, North Carolina This report will document the proposed revisions to the 1991 Recommended Thoroughfare Plan. These revisions are a result of a request from the Town of Highlands to study projects which could reduce the number of trucks on, and alleviate congestion along, Main Street. Two basic project alternatives were studied. The first (alternative #1) was proposed by the Highlands Planning Board. The second (alternative #2) was a modification of a proposed project (existing Alternative) on the 1991 Recommended Thoroughfare Plan.
