It is common (and comforting) to see public policy as the result of careful craft work by expert officials who recognise a problem, identify and evaluate possible responses, and choose the most appropriate strategy the policy cycle'. In the last decades of the 20th century, many political leaders declared that government was, in the words of Ronald Reagan, "the problem, not the solution." For decades, the world’s governments have struggled to move from talk to action on climate.
