This edited volume focuses on the links between the ongoing crisis in and around Ukraine, regional diversity, and the reform of decentralization. It provides in-depth insights into the historical constitution of regional diversity and the evolution of center-periphery relationships in Ukraine, the legal qualification of the conflict in Eastern Ukraine, and the role of the decentralization reform in promoting conflict resolution, as well as modernization, democratization and European integration of Ukraine. Particular emphasis lies on the securitization of both regional diversity issues and territorial self-government arrangements in terms of Russia’s support for self-proclaimed Donetsk and Luhansk People’s Republics. The volume captures the complexity of contemporary “hybrid” conflicts, involving both internal and external aspects, and the hybridization and securitization of territorial self-governance solutions. It thus provides an important contribution to the debate on territorial self-government and conflict resolution.
In many countries regional and local authorities are given more powers in the field of social security. Supposedly, this is a general trend taking place throughout the developed world and beyond. In this volume the processes of devolution and decentralisation in social security are researched from a comparative European perspective, taking into account the constitutional setting and the architecture of the social security systems. The book includes thirteen country studies based on a uniform format and three overarching contributions. The greater picture that emerges is that social insurance and family allowances are still very much a national competence and are predominantly functionally decentralised to a number of specialised agencies and institutions. There are only limited exceptions. A different conclusion must be drawn when we look at social assistance and social care. In many countries the role of local authorities has gradually increased over a longer period. However, in some countries this trend is reversing, and municipal powers are being limited or even taken back by central government. Devolution and Decentralisationin Social Security shows how complex, differentiated and nationally diverse the state of devolution and decentralisation in Europe actually is. This book is of particular interest to scholars in the field of social policy and social security, constitutionalists and policy makers who are interested in local administration.

Until the 1990s social policy played an integrative role in Canada, providing a counter-narrative to claims that federalism and diversity undermine the potential of social policy. Today, however, the Canadian model is under strain, reflecting changes in both the welfare state and the immigration-citizenship-multiculturalism regime. Federalism and the Welfare State in a Multicultural World illustrates that there are clear trends that, if unchecked, may exacerbate rather than overcome important social cleavages. The editors argue that we are at a crucial moment to re-evaluate the role of social policy in a federal state and a multicultural society, and if federalism and diversity challenge traditional models of the nation-building function of social policy, they also open up new pathways for social policy to overcome social divisions. Complacency about, or naive celebration of, the Canadian model is unwarranted, but it is premature to conclude that the model is irredeemably broken, or that all the developments are centrifugal rather than centripetal. Social policy is integral to mitigating divisions of class, region, language, race, and ethnicity, and its underlying values of solidarity and risk-sharing also make it a critical mechanism for nation-building. This volume describes and analyzes alternative and emerging models of non-territorial autonomy (NTA), particularly in relation to decentralization. The authors push the NTA debate in new directions by offering a re-conceptualization based on ethno-cultural bottom-up decentralized action that redefines autonomy into its true sense of autonomous action. Through description, critical analysis, and evaluation of several case studies, this book assesses the potential for new paradigms within decentralized systems. The authors explore two approaches to political decentralization which add to the theoretical debate on NTA – network governance, which focuses on new dynamics in policy processes, and normative pluralism, which focuses on accommodating the distinctness of the groups through the subsidiarity principle with regard to their own affairs. The book explores the potential ramifications of ethno-cultural NTA institutions acting within the wider framework of state institutions and assesses the functions of these institutions as another dimension of decentralization and thus another ‘layer’ of democracy. This volume is the revised Report, which an international team of experts have prepared for the Greek Ministry of Labour and Social Security in the context of the Greek Presidency of the European Union and presented in the international conference "The Modernisation of the European Social Model. EU Policies and Practices" on 24-25 May 2003, at Ioannina, Greece. The book focuses on the Open Method of Coordination (OMC), its relation to other policy tools used in the European Social Policy and its significance for the fomation of a new European Social Model. The chapters follow the emergence, the evolution and analyze the constituent elements of the OMC in the fields of Social Inclusion and Pensions since the Lisbon Summit. During the Portuguese Presidency OMC encountered a cautious response. The OMC idea made substantial progress during the Belgian Presidency. In the Ioannina conference the OMC had full recognition as a tool for the implementation of European Social Policy. Everyone agreed that important social issues were dealt with more effectively through the OMC, especially when the latter is consolidated after the inclusion of the Charter of the fundamental Rights in the new European Treaty. This progress is sufficiently reflected in the present volume, where it is concluded that through OMC the European Social Model gained a new momentum in terms of effectiveness and legitimacy.
