In March 1986, the Task Force was appointed to conduct a comprehensive examination of the flow of dangerous goods through the Toronto Area rail network and to present options to improve public safety and their related costs by rerouting or relocating rail traffic transporting dangerous goods as well as examining additional safety requirements. This final report presents background information on the regulation of dangerous goods and the Toronto Area rail transportation system; public safety; an analysis of routing alternatives; improving the existing system; and recommendations.
