DOWNLOAD EBOOKThe global financial and industrial turmoil of recent years has once more brought the crisis-prone nature of the capitalist system to the forefront. In the context of economic stagnation and the retreat of working-class organizations, the rich and powerful around the world have redoubled their attack on the poor through neoliberal policies and austerity measures. In The Servant State, McCormack and Workman explore Canada’s experience through the “age of austerity” and highlight how this experience has been shaped by the exigencies of capitalist development and the catalyzing role of the Canadian state. The analytical standpoint is not that of the oppressed per se, but rather that of capitalism as a whole. They share the condemnation of the capitalist establishment, are appalled by the greed and avarice of the ruling elite and despair at the obscenities of the age; however, the critical spirit of their study is imbued less with a mood of indignation and more with assumptions and sensitivities about the inner tendencies of capitalism and the obliging role of the state. The struggle against contemporary excess and horror, they argue, must be framed with reference to the immuring tendencies of the capitalist order of things.

DOWNLOAD EBOOKHow do civilians control the military? In the wake of September 11, the renewed presence of national security in everyday life has made this question all the more pressing. In this book, Peter Feaver proposes an ambitious new theory that treats civil-military relations as a principal-agent relationship, with the civilian executive monitoring the actions of military agents, the armed servants of the nation-state. Military obedience is not automatic but depends on strategic calculations of whether civilians will catch and punish misbehavior. This model challenges Samuel Huntington's professionalism-based model of civil-military relations, and provides an innovative way of making sense of the U.S. Cold War and post-Cold War experience--especially the distinctively stormy civil-military relations of the Clinton era. In the decade after the Cold War ended, civilians and the military had a variety of run-ins over whether and how to use military force. These episodes, as interpreted by agency theory, contradict the conventional wisdom that civil-military relations matter only if there is risk of a coup. On the contrary, military professionalism does not by itself ensure unchallenged civilian authority. As Feaver argues, agency theory offers the best foundation for thinking about relations between military and civilian leaders, now and in the future.

DOWNLOAD EBOOKCharles Conant, in the same era, profoundly affected America's economic relationship with Asia and Latin America. During the Wilson administration, Admiral William Caperton's views influenced foreign policy in the Caribbean and Latin America. Controlling J.P. Morgan's overseas investments, Thomas Lamont had direct access to and considerable influence upon every president in the 1920s and 1930s. Adolf Berle, advisor to Franklin Roosevelt, guided the United States' economic and security policies for the post-World War II era, preparing the way for both the World Bank and the International Monetary Fund. As members of the Senate Foreign Relations Committee, Senator Arthur Vandenberg and Senator Gerald P. Nye championed United States isolationist policies in the early years of the cold war. Vandenberg later turned internationalist and used his position as ranking Republican on the Committee to promote President Truman's foreign policies in Congress.
