To compress within a small compass a subject so vast and multifarious can be nothing more than an attempt and I shall be grateful to criticism for every kind of correction and supplementary material. The nature of the subject rendered it imperative that I should examine, in conclusion, our own position in Germany. I have considered the resolution of the Prussian Government to regulate anew the relations of Church and State to be not only right but necessary. But from the first moment when that resolution came to be executed, my convictions led me to perceive a fatal mistake in the manner in which this was done.
