The failure of command central planning in the twentieth century has led to a general disillusionment within the socialist movement worldwide. Some alternatives to capitalism have been proposed since the end of the Cold War, but none has offered an alternative form of economic calculation. This book explains how modern information technology may be used to implement a new method of economic calculation that could bring an end to capitalism and make socialism possible. In this book, the author critically examines a number of socialist proposals that have been put forward since the end of the Cold War. It is shown that although these proposals have many merits, their inability effectively to incorporate the benefits of information technology into their models has limited their ability to solve the problem of socialist construction. The final section of the book proposes an entirely new model of socialist development, based on a "needs profile" that makes it possible to convert the needs of large numbers of people into data that can be used as a guide for resource allocation. This analysis makes it possible to rethink and carefully specify the conditions necessary for the abolition of capital and consequently the requirements for socialist revolution and, ultimately, communist society. This book explains how and why the state-socialist regime in Hungary used technology and propaganda to foster industrialization and the conservation of natural resources simultaneously. Further, this book explains why this process was ultimately a failure. By exploring the environmental pre-history of communist Hungary before analyzing the economic development of the Kádár regime, Pál investigates how economic and environmental policies and technology transfer were negotiated between the official communist ideology and the global economic reality of capitalist markets. Pál argues that the modernization project of the Kádár regime (1956–1990) facilitated ecological consciousness – at both an individual and societal level – which provoked great social unrest when positive environmental impact was not achieved. Today, global issues of climate change, urban pollution, resource depletion, and overpopulation transcend political systems, but economic and environmental discourses varied greatly in the twentieth century. This volume is important reading for all those interested in economic and environmental history, as well as political science.
Only since the 1970s have the East European Socialist countries (known collectively as Comecon) participated in the international exchange of technology as exporters. In this book, Drs. Monkiewicz and Maciejewicz analyze the technology export performance of the Comecon countries. They begin by defining the nature of technology as a commodity, analyzing the structural characteristics of the international market, and outlining both the cost and benefits of technology export. Later chapters provide an overview of Comecon technological policies in the 1970s, with particular attention to the export-import factor and Comecon regional technological cooperation. A historical study of Chile's twin experiments with cybernetics and socialism, and what they tell us about the relationship of technology and politics. In Cybernetic Revolutionaries, Eden Medina tells the history of two intersecting utopian visions, one political and one technological. The first was Chile's experiment with peaceful socialist change under Salvador Allende; the second was the simultaneous attempt to build a computer system that would manage Chile's economy. Neither vision was fully realized—Allende's government ended with a violent military coup; the system, known as Project Cybersyn, was never completely implemented—but they hold lessons for today about the relationship between technology and politics. Drawing on extensive archival material and interviews, Medina examines the cybernetic system envisioned by the Chilean government—which was to feature holistic system design, decentralized management, human-computer interaction, a national telex network, near real-time control of the growing industrial sector, and modeling the behavior of dynamic systems. She also describes, and documents with photographs, the network's Star Trek-like operations room, which featured swivel chairs with armrest control panels, a wall of screens displaying data, and flashing red lights to indicate economic emergencies. Studying project Cybersyn today helps us understand not only the technological ambitions of a government in the midst of political change but also the limitations of the Chilean revolution. This history further shows how human attempts to combine the political and the technological with the goal of creating a more just society can open new technological, intellectual, and political possibilities. Technologies, Medina writes, are historical texts; when we read them we are reading history.
