There shall be a publication known as The Record, which shall contain only the proceedings of the meetings, original papers presented by Fellows and written by Fellows or Associates, and such discussions or other matters as may be expressly authorized by the Board of Governors. The Treasurer shall send out calls for annual dues and acknowledge receipt of same; pay all bills approved by the Presi dent for expenditures authorized by the Board or the Institute; keep a detailed account of all receipts and expenditures, and pre sent an abstract of the same at the annual meetings after it has been audited by a Committee of the Board.
