The Politics of Precaution examines the politics of consumer and environmental risk regulation in the United States and Europe over the last five decades, explaining why America and Europe have often regulated a wide range of similar risks differently. It finds that between 1960 and 1990, American health, safety, and environmental regulations were more stringent, risk averse, comprehensive, and innovative than those adopted in Europe. But since around 1990, the book shows, global regulatory leadership has shifted to Europe. What explains this striking reversal? David Vogel takes an in-depth, comparative look at European and American policies toward a range of consumer and environmental risks, including vehicle air pollution, ozone depletion, climate change, beef and milk hormones, genetically modified agriculture, antibiotics in animal feed, pesticides, cosmetic safety, and hazardous substances in electronic products. He traces how concerns over such risks--and pressure on political leaders to do something about them--have risen among the European public but declined among Americans. Vogel explores how policymakers in Europe have grown supportive of more stringent regulations while those in the United States have become sharply polarized along partisan lines. And as European policymakers have grown more willing to regulate risks on precautionary grounds, increasingly skeptical American policymakers have called for higher levels of scientific certainty before imposing additional regulatory controls on business.

For the past decade, humanitarian actors have increasingly sought not only to assist people affected by conflicts and natural disasters, but also to protect them. At the same time, protection of civilians has become central to UN peacekeeping operations, and the UN General Assembly has endorsed the principle that the international community has the "responsibility to protect" people when their governments cannot or will not do so. Elizabeth Ferris explores the evolution of the international community's understandings of protection, with a particular emphasis on the humanitarian community. "Protection" is a noble word, with positive connotations, but what does it actually mean in practice? Does providing assistance to vulnerable people protect them, for example? Does monitoring the number of rapes protect women? Does increased engagement in protection activities by humanitarian agencies jeopardize the cornerstone humanitarian principles of neutrality and impartiality? In The Politics of Protection, Ferris examines inconsistent ways in which protection is defined and applied. For example, why do certain groups receive international protection while other equally needy groups do not? Car Safety Wars is a gripping history of the hundred-year struggle to improve the safety of American automobiles and save lives on the highways. Described as the “equivalent of war” by the Supreme Court, the battle involved the automobile industry, unsung and long-forgotten safety heroes, at least six US Presidents, a reluctant Congress, new auto technologies, and, most of all, the mindset of the American public: would they demand and be willing to pay for safer cars? The “Car Safety Wars” were at first won by consumers and safety advocates. The major victory was the enactment in 1966 of a ground breaking federal safety law. The safety act was pushed through Congress over the bitter objections of car manufacturers by a major scandal involving General Motors, its private detectives, Ralph Nader, and a gutty cigar-chomping old politician. The act is a success story for government safety regulation. It has cut highway death and injury rates by over seventy percent in the years since its enactment, saving more than two million lives and billions of taxpayer dollars. But the car safety wars have never ended. GM has recently been charged with covering up deadly defects resulting in multiple ignition switch shut offs. Toyota has been fined for not reporting fatal unintended acceleration in many models. Honda and other companies have—for years—sold cars incorporating defective air bags. These current events, suggesting a failure of safety regulation, may serve to warn us that safety laws and agencies created with good intentions can be corrupted and strangled over time. This book suggests ways to avoid this result, but shows that safer cars and highways are a hard road to travel. We are only part of the way home.

Instead, according to Daniel Wirls, American politics following the Cold War produced dysfunctional defense policies that were exacerbated by the war on terror. Wirls’s critical historical narrative of the politics of defense in the United States during this “decade of neglect” and the military buildup in Afghanistan and Iraq explains how and why the U.S. military has become bloated and aimless and what this means for long-term security. Examining the recent history of U.S. military spending and policy under presidents George H. W. Bush, Bill Clinton, and George W. Bush, Wirls finds that although spending decreased from the close of the first Bush presidency through the early years of Clinton’s, both administrations preferred to tinker at the edges of defense policy rather than redefine it. Years of political infighting escalated the problem, leading to a military policy stalemate as neither party managed to craft a coherent, winning vision of national security. Wirls argues that the United States has undermined its own long-term security through profligate and often counterproductive defense policies while critical national problems have gone unmitigated and unsolved. For much of the twentieth and twenty-first centuries, public officials in cities like New York, Chicago, and Baltimore have criminalized uprisings as portending Black "thugs" throwing rocks at police and plundering private property to undermine complaints of police violence. Liberal mayors like Fiorello H. La Guardia have often been the deftest practitioners of this strategy. As the Depression and wartime conditions spurred youth crime, white New Yorkers' anxieties—about crime, the movement of Black people into white neighborhoods, and headlines featuring Black "hoodlums" emblazoned all over the white media—drove their support for the expansion of police patrols in the city, especially in Harlem and Bedford-Stuyvesant. Though Blacks also called for police protection and for La Guardia to provide equitable municipal resources, they primarily received more punishment. This set the stage for the Harlem uprising of 1943. Shannon King uncovers how Black activism for safety was a struggle against police brutality and crime, highlighting how the police withholding protection operated as a form of police violence and an abridgement of their civil rights. By decentering familiar narratives of riots, King places Black activism against harm at the center of the Black freedom struggle, revealing how Black neighborhoods became occupied territories in La Guardia's New York.

The book investigates how the United Nations, governments, and aid agencies mobilise and instrumentalise migration policies and programmes through a discourse of safe migration. Since the early 2000s, numerous non-governmental organizations (NGOs), UN agencies, and governments have warmed to the concept of safe migration, often within a context of anti-trafficking interventions. Yet, both the policy-enthusiasm for safety, as well as how safe migration comes into being through policies and programs remain unexplored. Based on seven years of ethnographic fieldwork in the Mekong region, this is the first book that traces the emergence of safe migration, why certain aid actors gravitate towards the concept, as well as how safe migration policies and programmes unfold through aid agencies and government bodies. The book argues that safe migration is best understood as brokered safety. Although safe migration policy interventions attempt to formalize pre-emptive and protective measures to enhance labour migrants’ well-being, the book shows through vivid ethnographic details how formal migration assistance in itself depends on – and produces – informal asnd mediated practices. The book offers unprecedented insights into what safe migration policies look like in practice.
