This volume brings forth a set of selected papers from the Conference on Modeling Land Sattle Systems for Military Planning. Sponsored by the Special Programme Panel on Systems Science of the NATO Science Committee, the conference took place in Ottobrunn, Germany, at the War Gaming Centre of Industrieanlagen-Betriebsgesellschaft. The idea to organize a conference on land battle systemmodelswas first suggested to me in 1g72 by Andreas Mortensen, then a member of the Norwegian Defence Research Establishment and presently at the SHAPE Technical Centre, when we discussed the apparent inconsistencies of various evaluations of force capability within NATO. Frequently, decision makers are confronted by contradictory results of different studies addressing essentially the same problern leaving them with the impression that the tools of systems analysis and operations research may not be very objective guides. However, experienced systems researchers know that a detailed comparison of models, their assumptions and inputs, would generally show that results are not really contradictory. But not only seem the decision processes in large national and international organizations tobe suchthat a comparison can hardly ever be accomplished, also the docu mentation available is rarely sufficient to really camprehend the differences in results. For these reasons, we felt that an effort to review the state of the art of model ing in support of force capabil ity assessments was overdue.

The Army's transformation to Future Combat Systems (FCS) poses an unprecedented alliance of humans and machines, particularly for Command and Control (C). Creating a human-machine alliance that actually improves command and control is a severe challenge in human-system integration for FCS. First, this report selectively identifies four overarching research issues for command and control: Allocation, Autonomy, Authority, and Awareness. Second, two complementary research approaches, mid-scale and small-scale transformation environments, for investigating human-system integration issues are described. An example of a mid-scale transformation environment from the FCS C2 program is provided with selected results from Experiment 1 on human-system integration. The value added by small-scale transformation environments, however, is needed to maintain a human-centric focus and provide two unique roles: a breeding ground for innovation to larger environments, and proving ground for issues from larger environments. An example of an emerging small-scale transformation environment directed at FCS concept exploration and training is provided. The core technical, operational and human performance assets currently available for this small-scale transformation environment are described. The report's intended audience includes any members of the user, researcher, and developer community who might benefit from, or provide benefit to, the Army's ongoing FCS research program."--DTIC.

The Committee on Modeling and Simulation Enhancements for 21st Century Manufacturing and Acquisition was formed by the NRC in response to a request from the Defense Modeling and Simulation Office (DMSO) of DOD. The committee was asked to (1) investigate next-generation evolutionary and revolutionary M&S capabilities that will support enhanced defense systems acquisition; (2) identify specific emerging design, testing, and manufacturing process technologies that can be enabled by advanced M&S capabilities; (3) relate these emerging technologies to long-term DOD requirements; (4) assess ongoing efforts to develop advanced M&S capabilities and identify gaps that must be filled to make the emerging technologies a reality; (5) identify lessons learned from industry; and (6) recommend specific government actions to expedite development and to enable maximum DOD and U.S. commercial benefit from these capabilities. To complete its task, the committee identified relevant trends and their impact on defense acquisition needs; current use and support for use of M&S within DOD; lessons learned from commercial manufacturing; three cross-cutting and especially challenging uses of M&S technologies; and the areas in which basic research is needed in M&S in order to achieve the desired goals for manufacturing and defense acquisition.
