"The Louisiana-Texas Shelf Physical Oceanography Program (LATEX) was supported by the Minerals Management Service (MMS) of the U.S. Department of the Interior. LATEX was divided into three study units; Study Unit A, Texas-Louisiana Shelf Circulation and Transport Processes Study (LATEX A or LATEX Shelf), was conducted by the Texas A & M University System. The LATEX A field program included current mooring measurements, drifting buoys, hydrography, acoustic Doppler current profiling, and meteorological measurements over the Texas-Louisiana continental shelf from the Mississippi River to the Rio Grande. The field program began in mid-April 1992 and concluded in early December 1994. This report covers the data collected as part of the hydrography field component. This data report consists of the main volume, which describes the surveys and provides information on the methods used for data collection and processing, and ten appendices that present the survey data graphically. The data shown in this report have been submitted in digital form to the National Oceanographic Data Center (NODC), a division of the National Oceanic and Atmospheric Administration (NOAA) of the U.S. Department of Commerce; the NODC project number for LATEX A is 0212"--Introduction.

As appreciation of the interdisciplinary and multidimensional character of environmental issues has increased, there have been attempts to address regional needs more directly. One of these, the Regional Marine Research Program (RMRP), was established by Congress in 1990 to provide a mechanism to fund coastal marine research based on regionally-defined priorities. The RMRP legislation established a system of nine regional marine research boards around the United States. Each board was responsible for planning marine research to address issues of water quality and ecosystem health on a regional scale. Although all nine regions received funding for planning activities and development of a research plan, only the Gulf of Maine RMRP received funding for program implementation. The completion of the Gulf of Maine program, in 1997, presents an opportunity to evaluate whether the process for planning and managing the Gulf of Maine research was adequate, whether the research fulfilled the goals of the program, and whether this experience should serve as a model for similar regional programs elsewhere. Bridging Boundaries through Regional Marine Research is a study of the RMRP, with a specific review of the Gulf of Maine program as well as an assessment of other modesl for regional marine research. This report assesses the need for regional marine research, reviews processes by which regional marine research needs can be defined, and discusses existing programs for regional marine research in the United States. It also identifies short- and long-term approaches that might be taken by NOAA.

This book describes critical environmental issues that face coastal ocean and Great Lakes areas, including eutrophication, habitat modification, hydrologic and hydrodynamic disruption, exploitation of resources, toxic effects on ecosystems and humans, introduction of nonindigenous species, global climate change and variability, and shoreline erosion and hazardous storms. These issues can be approached through science activities (including research, monitoring, and modeling) discussed in this book and through coordination among federal agencies.

For more than a decade, Rezneat Darnell worked on this major synthesis of what is known about the Gulf of Mexico. His goal: to bring a deeper understanding of “the American Sea” to students, scientists, managers, and educated citizens of the public at large. The American Sea builds on Darnell’s own research, the research of his graduate students, government agency research reports, data synthesis reports, and literature summaries to present a holistic view of the Gulf of Mexico. Although he is recognized as a pioneer in the study of continental shelf ecology, Darnell largely resisted specialization, remaining throughout his career “the writer and bringer together of things.” Here, he has written a book that embraces history, geology, geography, meteorology, chemistry, biology, ecology, and human relations in one comprehensive reference. Although it is thorough and meticulous in coverage, what comes through in these pages is the enormity, complexity, and mystery of the world that lies just beyond the Texas vacation beach, the Louisiana wetland, or the Mexico fishing village. In addition to photographs of deep water and other organisms that are included in the book, a number of illustrations have been added to provide excellent visual material, including historical and ocean floor maps and many works of original art depicting marine species, sea turtles, fish, and crustaceans.
