Cargill argues that Western governments must engage with Africa in more than humanitarian terms if they do not want to lose global influence and trade advantage as China, Turkey, South Korea, and Brazil deepen their ties with African states.
Today’s era of intense globalization has unleashed dynamic movements of people, pathogens, and pests that overwhelm the static territorial jurisdictions on which the governance provided by sovereign states and their formal intergovernmental institutions is based. This world of movement calls for new ideas and institutions to govern people’s health, above all in Africa, where the movements and health challenges are the most acute. This book insightfully explores these challenges in ways that put the perspectives of Africans themselves at centre stage. It begins with the long central and still compelling African health challenge of combating the pandemic of HIV/AIDS. It then examines the global governance responses by the major multilateral organizations of the World Bank and the World Trade Organization and the newer informal flexible democratically oriented ones of the Group of Eight. It also addresses the compounding health challenge created by climate change to assess both its intensifying impact on Africa and how all international institutions have largely failed to link climate and health in their governance response. It concludes with several recommendations about the innovative ideas and institutions that offer a way to closing the great global governance gaps and thus improving Africans’ health and that of citizens beyond.

Japan's Foreign Aid Policy in Africa seeks to evaluate TICAD's intellectual contribution to and its development practices regarding Africa over the past 20 years. A central conclusion is that, while TICAD bureaucrats lacked agency to support Japanese companies in Africa, the model of emerging powers partnerships has expanded in Africa.
After over fifty-years of Canadian engagement with Africa, no comprehensive literature exists on Canada's security policy in Africa and relations towards Africa's regional organizations. The literature on Canada's foreign policy in Africa to date has largely focused on development assistance. For the first time, Edward Akuffo combines historical and contemporary material on Canada's development and security policy while analyzing the linkage between these sets of foreign policy practices on the African continent. The book makes an important contribution to the debate on Canada's foreign policy generally, and on Africa's approach to peace, security and development, while shedding light on a new theoretical lens - non-imperial internationalism - to understand Canada's foreign policy. Why is the private sector yet to take off in much sub-Saharan Africa? Drawing on a unique set of enterprise surveys, Vijaya Ramachandran and her co-authors identify the biggest obstacles: inadequate infrastructure (especially unreliable electricity and crumbing roads) and burdensome regulation. They then show how ethnic minorities dominate the private sector in many countries, inhibiting competition and demands for a better business environment, and thus impeding the emergence of an entrepreneurial middle class. Based on this careful diagnosis, the authors suggest investing in infrastructure and reforming regulation to lower the cost of doing business, and increasing the access to education of a broader-based business class that crosses ethnic divides.
