Excerpt from A History of Factory Legislation It is remarkable that no systematic and complete history of the English Factory Acts should hitherto have been published. The experimental legislation of the elder Sir Robert Peel, expanded by Robert Owen into a general principle of industrial government, and applied in tentative instalments by successive generations of Home Office administrators, has spread to every industrial community in the Old World and the New. Of all the nineteenth century inventions in social organisation, Factory Legislation is the most widely diffused. The opening of the twentieth century finds it prevailing over a larger area than the public library or the savings bank: it is, perhaps, more far-reaching, if not more ubiquitous, than even the public elementary school or the policeman. The system of regulation which began with the protection of the tiny class of pauper apprentices in textile mills now includes within its scope every manual worker in every manufacturing industry. Excerpt from Labor Laws of New York: A Handbook, Comp by Katharine Anthony for the Brooklyn Auxiliary of the Consumers League of the City of New York, March 1, 1917 The purpose of this handbook is to give a summary, relatively complete and comparatively brief, of the Industrial Laws of New York State. In the process of condensation, many lesser details have been necessarily omitted, but it is believed that all essentials have been retained. The full text of most of the laws summarized may be found in the Consolidated Laws of 1909 and the Session Laws of the succeeding years. These volumes are easily accessible for anyone who wishes to study in detail the laws which are summarized in this handbook.* The basis of the summary is the Labor Law, including the Mercantile Law. But statutes concerning labor have also been drawn from the Compulsory Education Law, the Domestic Rela tions Law, the Penal Code, and other related statutes. The reader is asked to bear in mind, wherever Mercantile Laws are quoted, that they apply only to villages and cities with a population of three thousand or more. This study has been made as a survey of the existing stage of development of labor legislation in this State. It does not seek to point out changes and suggest reforms, except such changes as are obviously desirable and visibly approaching. Excerpt from A Treatise on the New York Manufacturing Corporation Act of 1848: And Business Corporation Act of 1875, Together With Said Acts, as Amended, Extended and Modified to March, 1884; With Forms and by-Laws The plan of arrangement originally followed in the preparation of this book has been adhered to in the present edition. The book is confined exclusively to the Laws of 1848, Chapter 40, and the Laws of 1875, Chapter 611, and Part I is given to the former Act and Part II to the latter. The sections of the Manufacturing Act, with all amendments and with the general statutory law applicable thereto, are still arranged with reference to their subject-matter. But in addition, we have given the amended sections of the Act in their numerical order, followed by the provisions supplementary to these sections, in the first chapter of the work, and have thus endeavored to present the Act itself in a convenient shape for ready reference. This, it is believed, will add materially to the usefulness of the book. We have also given the extensions of the Manufacturing Act in full in Appendix A, and have added much important and recent statutory law. The decisions rendered since the publication of the first edition are numerous and valuable, and these also have been incorporated in the text. Both the Manufacturing Act and the Business Act, therefore, are given in this edition, with the statutes and decisions to the present date. Excerpt from The Factory System and the Factory Acts Half-a-century ago the Factory System meant to the minds of most people a new and portentous phenomenon in industry against which unusual precautions'had to be taken lest it should issue in a degenerated race of operative labourers Factory Acts meant the partial and peculiar body of laws specially devised to avert this catastrophe. At the present day both these significations are completely obsolete. So far from the Factory System being regarded now as likely to degenerate labourers, it is that persistently recom mended by some of the best friends of labour as a happy means of escape from other modes of industry; and the Factory Acts are so little partial in their operation, that it is difiicult for anyone, not an expert, to say what is, and what is not (within the compass of productive in dustry) excluded from their wide-spreading influence. These great changes seem to require some explanation. The fundamental explanation resides, of course, in.
