Does the EU matter in international security? The authors identify and explain the drivers of and brakes to EU foreign security action, offer methods of assessment to ascertain influence, and conclude that the union has become a niche international security provider that has in turn strengthened EU foreign policy.
This book studies the role of the EU in peace and security as a regional actor with global aspirations, in the context of challenged and changing multilateralism. Multilateralism, governance and security are three concepts that have attracted a great deal of attention in the past decade and attempts to redefine them have produced lively conceptual debates. Presenting the first analytical overview of the legal foundations of the EU's Common Security and Defence Policy (CSDP), this book provides a detailed examination of the law and practice of the EU's security policy. The European Union's security and defence policy has long been the focus of political scientists and international relations experts. However, it has more recently become of increasing relevance to lawyers too. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. It examines the military operations and civilian missions undertaken by the Union, and looks at the policy context within which they are carried out. It analyses the international agreements concluded in this field and explores the links between the CSDP and other external policies of the Union.
This wide-ranging book analyses EU-Asia security relations in a systematic, substantive and comparative manner. This book focuses on the problems of, and prospects for, strengthening the global system of security governance in a manner consistent with the aspirations and practices of the EU. The EU approach to security governance has been successful in its immediate neighbourhood: it has successfully exported its preferred norms and principles to applicant countries, thereby 'pacifying' its immediate neighbourhood and making all of Europe more secure. The EU governance orientation ultimately seeks to enlarge the European security community and expand the geopolitical area within which armed conflicts are inconceivable, and where state and private actors converge around a set of norms and rules of behaviour and engagement. The EU's success along its immediate boundaries has not yet been replicated on a global scale; it remains an open question whether the EU system of governance can be exported globally, owing to different normative structures (for example, a tolerance of armed conflict or non-democratic governance internally), great-power competition (such as US--China), or ongoing processes of securitization that has made it difficult to find a commonly accepted definition of security. Moreover, the EU system of security governance clashes with the continuing unwillingness of other major powers to cede or pool sovereignty as well as varying preferences for unilateral as opposed to multilateral forms of statecraft. This edited volume addresses both the practical and political aspects of security governance and the barriers to the globalization of the EU system of security governance, particularly in the multipolar post-Cold War era. The European Union's foreign policy and its international role are increasingly being contested both globally and at home. At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Large as well as smaller states are vying for more leeway to act out their own communitarian principles on and approaches to sovereignty, security and economic development. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. This book, based on ten case studies, explores some of the most important current challenges to EU foreign policy norms, whether at the global, glocal or intra-EU level. The case studies cover contestation of the EU's fundamental norms, organizing principles and standardized procedures in relation to the abolition of the death penalty, climate, Responsibility to Protect, peacebuilding, natural resource governance, the International Criminal Court, lethal autonomous weapons systems, trade, the security-development nexus and the use of consensus on foreign policy matters in the European Parliament.
