Amidst the Eurozone crisis, the European Union (EU) is stepping up its dialogue and engagement with and within Southeast Asia. The EU¿s contemporary approach towards Asia emphasises the importance of open economies and common challenges of the 21st Century. So-called non-traditional security issues have been portrayed increasingly as an avenue to share experiences and enhance cooperation between the EU and Southeast Asia. This contemporary conceptual re-orientation demands a closer look at the EU as an actor in Southeast Asia. This book is the first contemporary monograph-length discussion of the EU as a politico-security actor in in the region post-Cold War. Drawing upon the historical and institutional context and a broad range of empirical case studies, it considers the non-traditional security crises of the late 1990s and early 2000s in Southeast Asia as triggers for enhanced regional and inter-regional cooperation. In doing so, the book construes new insights into our understanding of the EU as a global actor and its normative influence in regions far away from Europe. Providing a crisis-centric and sector-specific analysis which is much-needed, the book will be of interest to scholars of Southeast Asian Politics and European Politics, as well as policy-makers.
This book examines the economic, political and security interests of India, Europe and the European Union towards Asia. It analyses their participation in major Asian multilateral organizations, responses to connectivity and Brussels’ differential engagement of China and India. It evaluates Indian and European/EU policy towards West Asia, the Iran Imbroglio, the Indo-Pacific and South Asia (Afghanistan, Myanmar and Kashmir). It highlights the elements of convergence/divergence and assesses the challenges and prospects of India-European cooperation in the context of a more assertive China and growing European engagement with Asia.
This book highlights the emerging bidirectional interactions between Europe—primarily the EU—and Asia in the fields of political economy, development, environmental policy, security, diplomacy, and inter-institutional relations within the context of two recent global trends: the rise of China and the growing withdrawal of the U.S. from multilateral commitments. The volume incorporates nine different aspects and dimensions of Asian-European relations. In recent decades, Asia has (re-)gained rising importance on the world stage, which also entails closer interconnections with Europe. In an age of receding American global leadership and reduced commitments to its European allies, the EU and its member states have increasingly become more open to seeking and considering new partnerships. The rising economic prowess of Asia has made it of particular interest for European states. The book’s focus lies on potential challenges and opportunities in the bidirectional interactions between European and Asian states and institutions.
Despite a long historical experience of cultural, economic, political and social interaction with Europe, South Asia has never been a region of frontline policy for the European Union, which has gradually emerged as the largest trading partner of most South Asian economies, a major contributor of developmental aid, and home to a large diaspora, mostly in the United Kingdom. Containing nine chapters by emerging and leading scholars in the field, this volume critically examines the motivations, objectives and impact of the European Union’s development cooperation, economic and foreign policy towards South Asia. This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.
Brussels made democracy, human rights, the rule of law, and good governance its top co-operation priorities in the EU Strategy Framework towards Central Asia for 2007?2013. This book examines two interrelated questions: To what extent has EU democracy promotion in Central Asia been successful? And, to the extent that it was successful, why was it so? The book presents a comprehensive analytical framework for the evaluation of democracy promotion, including factors which may facilitate or hinder democratic development in Central Asia.
The development of coherent and effective relations with other regions and countries is one of the most challenging tasks faced by the European Union. This original volume explores the EU's engagement with the global South, focusing on three controversial policy areas: economic cooperation, development cooperation, and conflict management. A discussion of the EU's interregional model - which promotes interaction with regions rather than nation-states - provides a backdrop for case studies of EU policies with regard to Africa, Asia, and Latin America. While disclosing the tensions and overlaps between the EU's foreign policies and those of its member states, the authors also highlight an increasing trend toward successful policy coordination.
