Due to a variety of reasons, water resources on the globe are becoming scarcer. The degree of water scarcity and its political, economic and social implications are felt more severely in regions like the Middle East. The Euphrates-Tigris river basin is one of the major sources of water, but also a source of tension in the region. Unless cooperation is achieved among the riparian countries, namely Turkey, Syria and Iraq, in the areas of management, allocation and utilisation of the waters of the Euphrates-Tigris basin, growing scarcity may result not only in conflict, but also in further devastation of an extremely vital source. Recently, water has become a subject matter of international law, and formal and informal deliberations in international conferences have produced general principles and norms for using and managing water resources effectively. Hence, this book is an attempt to put together a meaningful set of principles, norms, rules, and decision-making procedures of a region-specific regime framework for effective utilisation of the waters of the Euphrates-Tigris river basin with a view to promoting cooperation among the riparian countries.
In line with COP21 agreements, state-led climate change mitigation and adaptation actions are being undertaken to transition to carbon-neutral, green economies. However, the capacity of many countries for action is limited and may result in a ‘boomerang effect’, defined as the unintended negative consequences of such policies and programmes on local communities and their negative feedbacks on the state. To avoid this effect, there is a need to understand the policy drivers, decision-making processes, and impacts of such action, in order to determine the ways and means of minimizing negative effects and maximizing mutually beneficial policy outcomes. This book directly engages the policy debates surrounding water resources and climate actions through both theoretical and comparative case studies. It develops the ‘boomerang effect’ concept and sets it in relation to other conceptual tools for understanding the mixed outcomes of state-led climate change action, for example ‘backdraft’ effect and ‘maldevelopment’. It also presents case studies illustrative of the consequences of ill-considered state-led policy in the water sector from around the world. These include Africa, China, South Asia, South America, the Middle East, Turkey and Vietnam, and examples of groundwater, hydropower development and forest hydrology, where there are often transboundary consequences of a state's policies and actions. In this way, the book adds empirical and theoretical insights to a still developing debate regarding the appropriate ways and means of combating climate change without undermining state and social development.

This book reports the first systematic monitoring and modelling study on water availability, water quality and seawater intrusion of the Shatt al-Arab River (SAR) on the border of Iraq and Iran, where causes and concentration levels of salinity have not yet been fully understood, let alone addressed, leading to conflicting perceptions of its origin (external or internal), the natural conditions and the practices that can explain the current critical conditions. Current scientific knowledge on the SAR salinity problem is deficient, partially due to the complex and dynamic interaction between marine and terrestrial salinity sources, including return flows by water users of the different water sectors in the Euphrates and Tigris rivers upstream of the SAR. The development of a new series of monitoring stations and various modelling approaches helped to better understand the interactions between these different sources. The comprehensive and detailed dataset formed the basis for a validated analytical model that can predict the extent of seawater relative to other salinity sources in an estuary, and for a hydrodynamic model that can predict salinity changes. The adaptability of the models to changing conditions makes them directly applicable by water managers. The procedure can be applied to other comparable systems.
The fonner Egyptian Minister of State for Foreign Affairs and fonner UN Secre tary General, Butros Butros Ghali stated after the second Gulf War "The next war in the Middle East will not be fought for oil, but for water. " This famous statement has been echoed by many politicians: shortly before be coming president of Turkey, SOleyman Demirel declared that the waters of the Euphrates and Tigris belonged to Turkey, just as oil belongs to the Arabs. Rafael Eytan, at that time and now again Israeli Minister of Agriculture, declared in 1990 in full-page advertisements in the Jerusalem Post that Israel would never cede the West Bank to the Palestinians because Israel's water supply would otherwise be endangered. Finally, Ismail Serageldin, vice president of the World Bank, declared in 1995 that "the wars of the next century will be over water". These statements are typical of the atmosphere reigning in the Middle East and in several other places around the world concerning the issue of international fresh water resources. Whether these perceptions correspond to an actual threat to a nation's water supply or whether they correspond to the official position of states in negotiations often conducted secretly, is an entirely different matter. A closer analysis of the issue of international fresh water resources, as we attempt in this book, admittedly reveals a dangerous potential for conflict over water.
