This paper discusses Egypt’s Request for Extended Arrangement Under the Extended Fund Facility (EFF). The EFF-supported program will help Egypt restore macroeconomic stability and promote inclusive growth. The risks to the program mainly emerge from the difficulties inherent in implementing a strong and wide-ranging reform program. Fiscal slippages could undermine the program’s debt sustainability objective. There is a risk that regional conflicts could intensify and domestic security conditions deteriorate, which could affect confidence, investment, and tourism. These risks are mitigated by the authorities’ commitment to the program. The IMF staff supports the authorities’ request for the EFF arrangement.

The International Monetary Fund’s (IMF’s) Statistics Department (STA) and Fiscal Affairs Department (FAD) provided technical assistance (TA) on government finance statistics (GFS) and public sector debt statistics (PSDS) to the Ministry of Finance (MOF) of the Arab Republic of Egypt during July 4–17, 2023. This was the first such mission since 2017 and the focus was on assisting the Egyptian MOF to identify the necessary processes and systems required to facilitate the production of high-quality fiscal statistics, compliant with the latest international statistical standards (as per the Government Finance Statistics Manual 2014) both with respect to coverage and presentation.

The economic and social impact of the COVID-19 pandemic over the past year has been well-managed by the authorities. Timely and prudent fiscal and monetary easing shielded the economy from the full brunt of the crisis, while alleviating the health and social impact of the shock. Sound economic policies helped deliver macroeconomic stabilization, safeguard debt sustainability, and preserve investor confidence. While growth is expected to rebound in FY2021/22, the outlook is still clouded by uncertainty related to the pandemic and the pace of vaccinations. High public debt and large gross financing needs leave Egypt vulnerable to external shocks or changes in financial market conditions for EMs. Near-term fiscal and monetary policies should thus continue to support the recovery without accumulating undue imbalances.

The Arab Republic of Egypt was well on the path to achieving its demographic dividend at the turn of this century but has gone off track due to a reversal in its earlier fertility decline. But what is the demographic dividend? It reflects the economic benefits when a country undergoes a rapid decline in mortality, then fertility, and the consequent demographic transition. Due to lower fertility and fewer children per household, a growing working-age population increases productivity and per capita income, leading to accumulated savings, investments, and economic growth, underscoring the strong link between demographics and economic growth. Fortunately, Egypt has the political will, resources, and capacity to achieve its demographic dividend in the next decade, as this report by a team of Egyptian and World Bank experts shows. It reviews the trends in determinants of the rising total fertility rate, the likely factors that contributed to Egypt’s fertility decline reversal, the government’s initial response, and the sectoral and social drivers that may have influenced this fertility decline reversal. It also assesses the economic impact of the demographic changes, including estimates of forgone savings due to the increased fertility and of potential future gains if the country were to regain and then accelerate its fertility decline. Drawing on global evidence, the report proposes six policy and strategic priorities, complemented by four policy imperatives. These priorities aim to increase the contraceptive prevalence rate (the most important of the six), reduce school dropouts, increase female labor force participation, delay early marriage, leverage social protection programs, and improve governance of the country's population program. The four imperatives aim to assure broad-based socioeconomic development and they include creating productive jobs; investing in and leveraging human capital; enhancing financial inclusion and entrepreneurship, especially for women; and sustaining macroeconomic stability. The president's "Decent Life Initiative" and the "National Project for the Development of the Egyptian Family" can be used as the platform to implement many of the proposed policies and strategies. In such a manner, Egypt will be back on track to achieve its demographic dividend.

This book joins four papers prepared in the framework of the Egypt inequality study financed by the World Bank. The first paper prepared by Sherine Al-Shawarby reviews the studies on inequality in Egypt since the 1950s with the double objective of illustrating the importance attributed to inequality through time and of presenting and compare the main published statistics on inequality. To our knowledge, this is the first time that such a comprehensive review is carried. The second paper prepared by Branko Milanovic turns to the global and spatial dimensions of inequality. The objective here is to put Egypt inequality in the global context and better understand the origin and size of spatial inequalities within Egypt using different forms of measurement across regions and urban and rural areas. The Egyptian society remains deeply divided across space and in terms of welfare and this study unveils some of the hidden features of this inequality. The third paper prepared by Paolo Verme studies facts and perceptions of inequality during the period 2000-2009, the period that preceded the Egyptian revolution. The objective of this part is to provide some initial elements that could explain the apparent mismatch between inequality measured with household surveys and inequality aversion measured by values surveys. No such study has been carried out before in the Middle-East and North-Africa (MENA) region and this seemed a particular important and timely topic to address in the light of the unfolding developments in the Arab region. The fourth paper prepared by Sahar El Tawila, May Gadallah and Enas Ali A. El-Majeed assesses the state of poverty and inequality among the poorest villages of Egypt. The paper attempts to explain the level of inequality in an effort to disentangle those factors that derive from household abilities from those factors that derive from local opportunities. This is the first time that such study is conducted in Egypt. The book should be of interest to any observer of the political and economic evolution of the Arab region in the past few years and to poverty and inequality specialists that wish to have a deeper understanding of the distribution of incomes in Egypt and other countries in the MENA region.
