Excerpt from The Basis for Legislation on Fishery Questions When we speak of the depletion, or complete exhaustion of fisheries, it must be understood that these terms are not used in an absolute sense, but only so far as they affect the supply for the use of mankind, or, in other words, the output of the industry. The quantity of fish may be diminished in two ways, in the one case, when the catch exceeds the reproduction, and in the other, when the fish are frightened away from the haunts of the fishermen. I quite agree with the views so often expressed as to the difficulties which have hitherto stood in the way of a proper study of the life and habits of the inhabitants of the sea, which is the only thing that would conduce to an early solution of the problem but the experience gained from ascertained facts concerning fisheries, throws enough light to induce a conclusion, in any rational mind, in one or the other direction. Excerpt from The Great Laws Fisheries, Exhibition: The Fishery Laws Let us begin at home with the law of freshwater fisheries. The questions with which it deals fall under the two general heads of who may fish, and how they may fish or, to put the questions as an individual fisherman might put them to himself: May I fish here at all? And, if so, on what con ditions and within what limits as to manner, time and other wise Restrictions, again, where they exist, may be of two classes; they may be (as most of them are) designed for the preservation of the fish and the benefit of the public. Excerpt from The Fisheries and Fishery Industries of the United States It is now nearly four hundred years Since these grounds were first fished upon by Europeans, and their resources are still unfailing; but the fishing interests have been mainly transferred to the New World, France alone of European countries having continued to send fishing vessels across the Atlantic down to 1880. Since then, however, the Portuguese have begun to exhibit some activity in connection with the cod fishery of the Grand Bank, and in the Spring and sum mer of 1885 bought several New England fishing schooners and fitted out others from home ports. Their voyages proving generally successful, they have added more vessels to their fishing fleet during the latter part of this year, and it is quite possible that, in the course of a few seasons.
