This book reviews the history of the United States-Liberia relations from the early 1820s to 2015, with particular attention paid to the role of the US armed forces. Contrary to most literature on the genesis and development of Liberia, this book demonstrates how US military power has been the primary influence shaping Liberia's history. This includes the role played by the US military in the founding of Liberia, the protection of the country during the European formal colonial era, multiple covert operations in securing US-friendly administrations in Liberia, and direct military interventions when necessary to secure American interests in the region.
The Armed Forces of Liberia: A Continuum to the Liberian Democracy examines the Liberian security framework and seeks to explore root causes that have shaped the security landscape in the West African nation. The book considers internal and external links in diplomacy, international relations, politics, economics, and public-policy decisions that have dovetailed into the negative employment of security forces. The Natives–settlers divide in Liberia, the early settlers’ government that excluded the Natives, the ushering in of a military regime that brought an end to Americo-Liberian rule, and the mismatches in doctrinal contexts due to failure of the Liberian government to plan for strategic sourcing of military requirements that meet the current and future needs of security in Liberia are major aspects of this research. Simply put, the research aims at creating a correlation between public-policy decisions (or indecision) and military outcomes as well as how these outcomes affect the animal spirit of investment in Liberia for sustained economic development.
The reform and the democratic control of the security sector-and the joining together of security and development-have become a major focus of international intervention into post-conflict societies. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.
Africa Nations have contributed to peace operations in conflict zones across the world since the deployment of the United Nations Operations in the Congo in 1960. This has placed Africa as a major stakeholder in the maintenance of peace and security. For over fifty years Ghana has earned the international reputation as one of the largest and consistent Troop Contributing Country in United Nations mandated peace operations. While Ghana has long been an active contributor to peace operations, there are few or no comparative studies that systematically analyze the actual roles played by troops in many of the different conflict context where they have served. This book therefore, focuses on a comparison of two peace operations undertaken by the forces of an African Nation in two different missions in Lebanon and Liberia.
"Child soldiers are among the most tragic victims of the war in Liberia. Although international law forbids the use of children under the age of 15 as soldiers, thousands of young children have been involved in the fighting since it began in December 1989. The main rebel forces, the National Patriotic Front of Liberia (NPFL) and the United Liberian Movement for Democracy in Liberia (ULIMO), have consistently used children under the age of 18, including thousands under 15. Children are also reportedly used by the other warring factions. As a consequence, thousands of children in Liberia have suffered cruelly during the war: many have been killed or wounded or witnessed terrible atrocities. Moreover, many children themselves have been forced to take part in the killing, maiming or rape of civilians. The use of children as soldiers presents grave human rights problems. Many of these children have been killed during the conflict, thus denied the most basic right -- the right to life. Others have been forcibly conscripted by the warring factions, and separated from their families against their wills. Many have joined warring factions to survive. All have been denied a normal childhood. Reintegrating these children into their communities is a task of immense difficulty. Some children's parents have been killed, their families have fled, and no relatives can be found. In others, families have refused to take children back because of the abuses they have committed. Human Rights Watch believes that 18 is the minimum age at which people may properly take part in armed conflict."--cover.
Recent events in Mali, Libya, Syria, Afghanistan, Iraq, and elsewhere demonstrate that building professional indigenous forces is imperative to regional stability, yet few success stories exist. Liberia is a qualified "success," and this study explores how it was achieved by the program's chief architect. Liberia suffered a 14-year civil war replete with human rights atrocities that killed 250,000 people and displaced a third of its population. Following President Charles Taylor's exile in 2003, the U.S. contracted DynCorp International to demobilize and rebuild the Armed Forces of Liberia and its Ministry of Defense; the first time in 150 years that one sovereign nation hired a private company to raise another sovereign nation's military. This monograph explores the theory and practice behind the successful disarmament, demobilization, and reintegration (DDR) of the legacy military and security sector reform (SSR) that built the new one.
Liberia's new government has made security sector transformation a high priority. The authors analyze Liberia's complex security environment, set forth an integrated security concept to guide the formation and use of those forces and assemble a complete security structure. They develop specific force-structure options, discuss the cost-effectiveness of each, and suggest immediate steps toward implementation of the new security structure.

This study by Larry J. Woods and Colonel Timothy R. Reese analyzes the massive turmoil afflicting the nation of Sierra Leone, 1995-2002, and the efforts by a variety of outside forces to bring lasting stability to that small country. The taxonomy of intervention ranged from private mercenary armies, through the Economic Community of West African States, to the United Nations and the United Kingdom. In every case, those who intervened encountered a common set of difficulties that had to be overcome. Unsurprisingly, they also discovered challenges unique to their own organizations and political circumstances. This cogent analysis of recent interventions in Sierra Leone represents a cautionary tale that political leaders and military planners contemplating intervention in Africa ignore at their peril.
