The question of Turkish membership in the European Union is highly controversial and subject to many misperceptions and misunderstandings on both sides. This book examines the politics of EU accession which have evolved during the expansion of the EU, from more procedural conditions to provisions of substantive democracy. With a particular focus on the challenges Turkey faces to join the EU, the authors examine the experiences of the newly-democratised and acceded Czech Republic, Hungary, Poland and Slovakia to provide insight and to identify the best possible solutions. Combining the Turkish and Central European perspectives in one volume, and using a social constructivist approach, the authors address issues including Euroscepticism, EU absorption capacity, women’s rights, democratisation, Turkish Kamalism, the desecuritisation of Turkish politics and the problem of Northern Cyprus. This volume establishes the challenges the EU, its member states and the candidate countries need to face and successfully address in order to contribute to both their democratization and the European integration process. The European Union has been engaged, after the fall of the Berlin Wall, in determined efforts to end the artificial separation of West and East and to foster economic, social and political integration of the whole of Europe. On their side, the countries of Eastern and Central Europe have undertaken fundamental reforms to introduce the law of democracy and to evolve towards a free market economy. Having established close contacts with academic and political circles in the Associated Countries, TEPSA was eager to study the implications for both sides and organized five conferences for this purpose. This book presents the essence of the main findings in the form of an overall analysis. It starts with a technical description of the Europe Agreements and the Concurrent Interim Agreement on Trade Related Matters followed by the main decisions taken at the Copenhagen and Essen summits. Subsequently, the criteria and conditions presently envisaged for membership of the CEEC's are analysed. Whether, when and to what extent these countries can meet these criteria and what kind of steps the European Union has to take to ensure enlargement is the subject of the following chapters concentrating on the problems which will have to be solved before (and even after) this decisive step will have been taken.

The accession of ten new members to the European Union on May 1st 2004 was among the most significant developments in the history of European integration. Based upon studies conducted by the European Forecasting Network, this 2006 book analysed key aspects of the impact of this enlargement with reference to eight of the ten new Member States, namely the Central and Eastern European countries (CEECs). It demonstrated that the enlargement had the potential to create profound consequences for both the new Member States and the pre-accession members of the Union, given the unparalleled magnitude of the enlargement, the fact that the CEECs had levels of prosperity and economic development well below the Union average, and their history of participation in centrally planned regimes. The contributions examined regional policy, the debate about accession to the EMU, the macroeconomic trajectories of the Central and Eastern European economies and their likely development.
European Union Enlargement offers an intense and detailed analysis of the almost ten-year process of preparing and negotiating the accession of Eastern, Southeastern, and Central European countries, as well as Mediterranean countries to the European Union. In the end, ten joined in 2004, with two more to follow in 2007. European Union Enlargement was written by two diplomats who were directly involved in that process. Sajdik and Schwarzinger relate their first-hand experience of proceedings that occurred behind closed doors. They detail how the vision of adding some countries gradually developed into the concrete policy intended to enlarge the European Union. A special chapter explains the Accession Process as well as the Union's strategy that prepared the candidate countries, in legal and economic terms, for membership. The authors describe in detail the complex negotiations that occurred from 1998 to 2002. These include activities of EU member states as well as the European Commission with respect to the candidate countries. They further offer a brief analysis of future possibilities of EU-accession by Balkan nations and Turkey. A number of topical chapters deal with particular key issues involved in the process: free movement of workers, agriculture, financing of the enlargement, transport, and nuclear safety. Other chapters deal with the enclave of Kaliningrad as well as the Stability and Association Pact for South East Europe. In addition to providing key information about the process, this volume is also a case study of European policies and diplomatic practice. The enlargement negotiations from 1998 to 2002 were the most complex ones the European Union had ever conducted. In consequence, this work gives insight into the working methods of both the institutions in Brussels and of the representatives of the member states that made them a success. It will be of interest to those concerned with European politics, international organizations, and area studies.
