Practical Guidance for Defi ning a Smart Grid Modernization Strategy: The Case of Distribution guides stakeholders on how utilities can defi ne their own smart grid vision, identify priorities, and structure investment plans. While most of these strategic aspects apply to any area of the electricity grid, the book focuses on distribution. The guidance includes key building blocks for modernizing the distribution grid and provides examples of grid modernization projects. This revised edition also includes key communication system requirements to support a well-functioning grid. The concept of the smart grid is relevant to all grids. What varies are the magnitude and type of the incremental steps toward modernization for achieving a specifi c smart grid vision. A utility that is at a relatively low level of grid modernization may leapfrog one or more levels of modernization to achieve some of the benefi ts of the highest levels of grid modernization. Smart grids impact electric distribution systems signifi cantly. In developing countries, modernizing the distribution grid promises to benefi t the operation of electric distribution utilities in many and various ways. These benefi ts include improved operational effi ciency (such as reduced losses and lower energy consumption), reduced peak demand, improved service reliability, and ability to accommodate distributed generating resources without adversely impacting overall power quality. Practical Guidance for Defi ning a Smart Grid Modernization Strategy concludes by describing funding and regulatory issues that may need to be taken into account when developing smart grid plans. The global threat landscape is constantly evolving and remaining competitive and modernizing our digital environment for great power competition is imperative for the Department of Defense. We must act now to secure our future. This Digital Modernization Strategy is the cornerstone for advancing our digital environment to afford the Joint Force a competitive advantage in the modern battlespace. Our approach is simple. We will increase technological capabilities across the Department and strengthen overall adoption of enterprise systems to expand the competitive space in the digital arena. We will achieve this through four strategic initiatives: innovation for advantage, optimization, resilient cybersecurity, and cultivation of talent. The Digital Modernization Strategy provides a roadmap to support implementation of the National Defense Strategy lines of effort through the lens of cloud, artificial intelligence, command, control and communications and cybersecurity. This approach will enable increased lethality for the Joint warfighter, empower new partnerships that will drive mission success, and implement new reforms enacted to improve capabilities across the information enterprise. The strategy also highlights two important elements that will create an enduring and outcome driven strategy. First, it articulates an enterprise view of the future where more common foundational technology is delivered across the DoD Components. Secondly, the strategy calls for a Management System that drives outcomes through a metric driven approach, tied to new DoD CIO authorities granted by Congress for both technology budgets and standards. As we modernize our digital environment across the Department, we must recognize now more than ever the importance of collaboration with our industry and academic partners. I expect the senior leaders of our Department, the Services, and the Joint Warfighting community to take the intent and guidance in this strategy and drive implementation to achieve results in support of our mission to Defend the Nation.

An Economist Best Book of the Year A Financial Times Best Economics Book of the Year A Fast Company “7 Books Microsoft CEO Satya Nadella Says You Need to Lead Smarter” Between 1820 and 1990, the share of world income going to today’s wealthy nations soared from twenty percent to almost seventy. Since then, that share has plummeted to where it was in 1900. As the renowned economist Richard Baldwin reveals, this reversal of fortune reflects a new age of globalization that is drastically different from the old. The nature of globalization has changed, but our thinking about it has not. Baldwin argues that the New Globalization is driven by knowledge crossing borders, not just goods. That is why its impact is more sudden, more individual, more unpredictable, and more uncontrollable than before—which presents developed nations with unprecedented challenges as they struggle to maintain reliable growth and social cohesion. It is the driving force behind what Baldwin calls “The Great Convergence,” as Asian economies catch up with the West. “In this brilliant book, Baldwin has succeeded in saying something both new and true about globalization.” —Martin Wolf, Financial Times “A very powerful description of the newest phase of globalization.” —Larry Summers, former U.S. Secretary of the Treasury “An essential book for understanding how modern trade works via global supply chains. An antidote to the protectionist nonsense being peddled by some politicians today.” —The Economist “[An] indispensable guide to understanding how globalization has got us here and where it is likely to take us next.” —Alan Beattie, Financial Times
